You have made some interesting observations on cities and climate change. There is some confusion in your essay re the Australian government and the ACT Government. The city of Canberra and the Australian Capital Territory is government by the sub national government the ACT Government. You have included some good references but your analysis is minimal. i only got which is very low mark.
