ABC Contractors Pty Ltd is a building contractor involved in construction of commercial and residential buildings, and associated civil works. The company has three directors, one of which is the chief executive officer and another is the chief financial officer, whilst the third is a non‐executive director with a legal background.

ABC Contractors Pty Ltd has been in business for over 20 years, with an office in Blacktown, has grown to 50 staff with a turnover of around $150M, with projects up to $50M, and has a reliable pool of subcontractors and suppliers. Clients include private developers and owners, and some local government councils. Apart from the CEO and CFO, there is also a chief operating officer (COO). The CFO manages the finance, HR and IT functions of the organisation along with any legal matters, while the COO is focused on wining and delivering work and ensuring that there are sufficient resources to do so.

While the company has been managing the quality, safety and environmental requirements on its projects generally to the satisfaction of its clients, there is not yet a formal quality management system in place.

ABC Contractors Pty Ltd has decided to continue their growth, and extend their work further into government projects, particularly local government.

You have been a Project Engineer in the company for the past 2 years, and have now been promoted as the new Quality Manager responsible for developing the quality management system in accordance with AS/NZS ISO 9001:2016.

Meanwhile, a long term Client has asked the company to take on a Project in the Blacktown LGA which is located on the corner of an intersection adjoining a main road managed by Transport for NSW (formerly Roads and Maritime Services NSW). Redevelopment of the site has included demolition of houses on two original building blocks, ready for construction of a townhouse complex with a common driveway. The blocks fall towards the main road, but with increased hard surface area there will be significant additional runoff – which both Council and TfNSW have approved. However, a condition of the development is that a section of a major stormwater pipe between the kerb and gutter and property boundary along the main road needs to be upgraded to meet current standards.

In order to consider whether ABC Contractors Pty Ltd will take on the Blacktown Project, you’ve been asked to prepare a Quality Management System and Project Quality Plan for the Project, including the following specific Tasks for an initial Report for the executive leadership team.

Assessment Task

Task 1: Context and Interested Parties (10 marks) .....Context

Outline the purpose, scope and strategic direction of the organisation, as the basis for the quality management system.

List the internal and external resources and stakeholders (interested parties).

Prepare a basic organisation structure for the organisation, including the interrelationships with interested parties (generally) [1 organisation structure].

Task 2: Quality Management System Outline (20 marks) .....System

Outline the objectives and requirements of the organisation, which the quality management system will be designed to achieve.

List some example processes for the organisation, both for management of the organisation itself and for delivering projects generally.

Prepare a basic Quality Policy statement for the organisation, addressing each of the minimum requirements of AS/NZS ISO 9001:2016 for a quality policy (clause 5.2).

Outline the key processes of the organisation for the quality management system, as required to address AS/NZS ISO 9001:2016 (eg. look for shall, establish and/or documented information).

Prepare a basic system structure diagram to describe the interrelationship of the key processes of the quality management system [1 system structure diagram]

Outline a process for managing nonconformities as/when they are identified, addressing each of the minimum requirements of AS/NZS ISO 9001:2016 (clause 10.2).

Task 3: Project Quality Plan Outline (20 marks) ....Plan

Prepare a basic organisation structure for the Blacktown Project, including the relationship to the organisation and any interested parties [1 organisation structure]

Describe how the quality management system of the organisation will be applied to delivery of the Blacktown Project, including any additional processes which may be required.

Prepare a basic system structure diagram for the Blacktown Project, and the relationship to the quality management system and the Client contract [1 system structure diagram]

Briefly describe (in general terms) how the requirements of Blacktown Council and Transport for NSW may affect achievement of the Client’s requirements, including with regard to time, cost and quality.

Task 4: Process Procedure (25 marks) ...Process

Prepare a basic process procedure for installing a stormwater pipe on a main road (generally in accordance with TfNSW QA Specification R11), ensuring that each of the following are addressed.
