Prime Ethical and Governing Issues in Vanuatu, Broken Dreams Video

1. The video portrays various ethical issues which may have significant impact to the society. When the residents got information that the tourists were coming, they got hopes that everything would change. Unfortunately, when the visitors arrived, things did not go according to their expectations. The money which they thought would be used to improve their standards of living was misused by those in authority

The ethical concerns in this case is that some people stole the money which would be used to assist the residents live in better conditions (Brandner, 2013). The people in this area live in total poverty not because they don’t work hard but because the money which should assist them is misused. The available toilet belongs to foreigners. This is not right because bearing in mind that toilets plays a significant role in preventing some diseases from spreading puts the lives in risk (Claviez, 2013). In fact, it is not only the residents who are prone to diseases but also the tourists because they share the same environment.

Most of the people in the government are corrupt and after personal gains. The video shows that the residents were fully dedicated to make the tourists enjoy their visit but they never received proper compensation for the work they did. The money which would have assisted them went to those in authority.

Failing to provide financial statements is a clear indication that some people were doing things which were not right (Michael, 2013). The aim of financial statements is to let the stake holders to know the amount of money received in different times of the year and how each cent was accounted for. Failing to provide statements indicates that those who are concerned were misusing funds and did not want the public to be aware of it.

Most of the people in the society have large families but live in small houses with no proper conditions. This is wrong because the residents pays tax and played a role in making the tourists enjoy their visit (Sari, 2013). Making the tourists realize the community was living in poverty not because they do not work but because their country is affected by corruption can make them to develop negative attitude towards visiting the country because everyone wants to be associated with countries which portray high levels of integrity.

2. PO cruises acted ethically in the fact that it assisted the community to have an opportunity which would improve their lives if the money was well accounted for. Bringing tourists to this place was right because it assisted few of the residents especially those who had something unique to show or businesses to sell various products to the visitors (Brooks, 2015). PO cruises also played a role in ensuring the tourist enjoyed every moment with the local residents.

Evaluation of PO Cruises' Actions

Bringing tourists to this place was also ethically right because it made them to learn various aspects including culture and other aspects in this community. It also gave the residents an opportunity learn something new from the tourist even if the money which was received from them did not fully assist them. The tourists were so generous to the residents because in some occasions they told them not to give back changes when they purchased products from them.

PO cruises also acted ethically because it ensured everything went as agreed with the tourists. It ensured they were safely taken to their destination and taken back to their country of residence. Bringing the tourist in this region made the residents to learn various things which were affecting their living standards (Doty, 2015). For example, they were able to identify the presence of very corrupt officials in the government.

3. There numerous people who should act to rectify the issue of misusing funds which could have been used for the development of the society. First, the government should act accordingly to ensure every cent attained from tourists is well accounted for (Brandner, 2013). This could be through ensuring periodic financial statements are made available to not only the government officials but also to the public.

The government should rectify the issue of misusing funds received from tourist by ensuring all government officials are of high integrity (George, 2012). Tourists never likes visiting countries where corruption is the order of the day and therefore failing to do so can make the region to experience low turnout.

The key stakeholders should ensure the tourists sees the essence of the local residents being appreciated by those in authority (Florence, 2011). Letting the tourists know that the available toilets are made for foreigners can make them feel the residents are being discriminated and end up developing negative attitude towards visiting the area.

The government should work jointly with those who deal with issues concerning tourism to ensure the area creates good impression to the tourists (Scott & Selwyn, 2010). This is because alongside liking to visit areas with unique features, tourists like visiting places where human beings are not discriminate or subjected to things which are not humane.

4. Vanuatu government can resolve this issue by demanding those who had stolen the money to be investigated and proper action including fully paying the amount stolen (Shaul, 2010). Taking this action would have punish the offenders and still make the money which was raised through the activity to be recovered. Being silent about the issue would encourage other individuals who had the opportunity to steal the cash received from tourism to always try it for personal benefits.

Rectification Measures for Identified Issues

Both governments should come up with strict rules which regulate tourism and the manner in which money received from the tourism activities is accounted for. The rules should be well enforced to ensure no one breaks them (Sugiri, 2015). From the case, it seems rules were not well enforced because some people include those in authority were not obeying them. The government should ensure those who break the established rules are punished irrespective of their political power.

Punishing the culprits should be conducted in a manner which allows the public and other government officials to understand why tourism should be prioritized and why the income generated from the activity should be well accounted for (Long, 2011). The reason why this great tourism visit did not assist Vanuatu community could have been because the government was very lenient in punishing the offenders.

The government of Australia and that of Vanuatu should work together to ensure in addition to making the tourists feel valued, the residents also feels to be appreciated by the government. The issues of having a toilet for foreigners and not for residents was devastating to not only the residents but also to the tourists. Tourists like visiting countries which show positive relationship between the government and the locals (Michael, 2013). Therefore, if there are things to show that the government does not appreciate its citizens, they may develop negative attitude towards the country and plan never to come back again.

Appointing a special agency that deals with tourism affairs and managing resources earned through tourism activities could also work to resolve the issue (Brooks, 2015). The reason why the issue aroused was probably because those who managed tourism affairs were attached to the government and were not ethical in undertaking their duties.

5. To overcome such issues in future, the government should ensure the people in charge of tourism affairs are people of high integrity (George, 2012). Those who are in the government but do not understand the importance of utilizing opportunities like the ones brought by tourists to develop their country should be fired and disciplinary action taken upon them. Having officials who value public benefits than personal gains in the government can significantly aid in ensuring the wellbeing of the citizens is improved.

The residents should also stay united and demand for their rights. They should not be intimidated by those in power. Demanding for their rights will make those in charge to always account for every cent received from tourism and other activates in developing the wellbeing of the people (Brooks, 2015). The reason why citizens should voice their concerns is because they play a key role in attracting tourists though showing cultural activities and guiding the tourists around the area.

Ensuring those who are concerned in receiving and utilizing the money received from tourism activities provides periodic financial statements as expected can also play a role in preventing such issues from arising in the future (Sari, 2013). The issue of not providing financial statements motivates government officials to continue stealing the money which would be used for development.
