Introduction

In modern world, there are rules and regulations that the company needs to conform to in regards to transporting cargoes from one place to another, especially, in regards to cargoes. In the report below, it is an analysis of a company that intends to be carrying a mixture of cargoes from NW Europe ports to various destinations, specifically, the US and Canada. Therefore, as the company has a five second hand handymax bulk carriers, that it intends to use, for the transit, and returning with certain cargo, that is with grain. There is need to write a report to the board regarding the rules and regulations that needs to be taken serious in regards to the rules and conventions that governs the maritime and transport systems and some of the conventions that they have to conform to. Therefore, the report is an elaboration to the board in regards to some of the suggestion that needs to be carried out to ensure success of the carriage process.

The company responsibility

The board ought to ensure that the main aim of the maritime  involves accommodating safe practices in ship operation and a sheltered workplace; set up shields against every single distinguished hazard; and constantly enhance wellbeing administration abilities of work force aground and on board delivers, including get ready for crises related both to security and ecological protection (Kristiansen, 2013). The security and administration framework ought to guarantee: consistence with required tenets and directions; and that appropriate codes, rules and measures suggested by the Organization, Administrations, grouping social orders and oceanic industry associations are considered.

The organization should characterize and archive the duty, expert and interrelation of all faculty who oversee, perform and check work identifying with and influencing security and contamination counteractive action. Notwithstanding that, it needs to guarantee that it is in charge of guaranteeing that sufficient assets and shore based support are given to empower the assigned individual or people to do their capacities. Additionally, Companies appear to flop in guaranteeing that the group individuals are legitimately met all requirements for the undertakings they are doled out to or anticipated that would do. Acquaintance and preparing inside sea wellbeing administration appear to have the capability of being rethought (Schoenbaum, and McClellan, 2012). A more careful and organized work in mapping the learning and abilities controlled by crewmembers, maybe connecting it to intensive hazard evaluation of key shipboard operations is required.

To guarantee the sheltered operation of each ship and to give a connection between the organization and those on board, each organization, as suitable, ought to assign a man or people shorewards having direct access to the most elevated amount of administration. The obligation and specialist of the assigned individual or people ought to incorporate observing the safety and contamination anticipation parts of the operation of each ship and to guarantee that sufficient assets and shore based support are connected, as required (Tetley, 2002.The Company ought to guarantee that the SMS working on board the ship contains a reasonable proclamation underlining the Master's power. The Company ought to build up in the SMS that the ace has the superseding specialist and the duty to settle on choices as for security and contamination avoidance and to ask for the Company's help as might be fundamental.

The Company ought to recognize potential crisis shipboard circumstances, and set up methods to react to them. The Company ought to set up projects for drills and activities to get ready for crisis activities. The SMS ought to accommodate measures guaranteeing that the Company's association can react whenever to perils, mischances and crisis circumstances including its boats. The SMS ought to incorporate techniques guaranteeing that non-similarities, mishaps and perilous circumstances are accounted for to the Company, explored and broke down with the goal of enhancing Wellbeing And Contamination Anticipation (Schoenbaum, 2016). The Company ought to build up techniques for the execution of remedial activity, including measures proposed to avert recurrence. The Company ought to set up strategies to guarantee that the ship is kept up in congruity with the arrangements of the applicable tenets and directions and with any extra prerequisites which might be set up by the Company. The Company ought to set up systems to guarantee that the ship is kept up in similarity with the arrangements of the important guidelines and directions and with any extra prerequisites which might be built up by the Company (Rothwell, and Stephens, 2016). The Company ought to complete inner wellbeing reviews to check whether security and contamination anticipation exercises consent to the SMS. The Company ought to occasionally confirm whether every one of those endeavor appointed ISM-related assignments are acting in similarity with the Company's obligations under the Code.

The Company ought to occasionally assess the effectiveness and when required survey the SMS as per techniques set up by the Company. The reviews and conceivable remedial activities ought to be completed as per reported methods. Work force doing reviews ought to be free of the regions being evaluated unless this is impracticable because of the size and the way of the Company. The aftereffects of the reviews and surveys ought to be conveyed to the consideration of all work force having obligation in the region included (McNicholas, 2016). The administration work force in charge of the territory included ought to make auspicious restorative move on inadequacies found.

Certification

The contracting company ought to ensure that it continue to uphold the standards required for its operation the Safety certificate expires in every five years. This is important aspect that the Board needs to consider in ensuring that it highlights in its practice such that the safety standards continue to be as expected. This one way of ensuring that the board standard are not lowered that can attract penalties or the company being denied the certificate of safety and in effect not be in a position to continue practicing as expected.

In addition to that, the certificate that the Board ought to seek to get must not only conform to the practice in five years, but also continue to be updated in a periodic basis. It can be made possible by allowing many Certifying bodies to oversee the process not just one body as this can create a lower in standard of operation. Moreover, the body must not only conform to the requirement that are necessary for it to be a practicing certificate, but also ensure that the standards that are highlighted in the documented are adhered to throughout the practicing process (Psaraftis, and Kontovas, 2013).

The maritime company therefore need to include a system that monitors employee of the company. This can form as part of motivating factor that will ensure that employees do not hide anything that endangers the safety of the transport system (Tetley, 2002). Performance management in the maritime company can be done through promotion or providing incentives to employees.  Moreover, the company can devise a way of encouraging the most performing workers either in every year or in every year (Elliott, 2011). This will motivate the people to be loyal and do all it takes to achieve organisational goals. In effect, the employees will be at the forefront reporting any case that generates or pose a threat to the safety of the maritime company.

The board should likewise guarantee that all vessels are adequately and productively kept an eye on from a security perspective. The Board should put a need in spots prerequisites on all vessels in regards to voyage and entry arranging, expecting a cautious appraisal of any proposed voyages by all who put to ocean. Each sailor must assess every potential peril to route, climate estimates, tidal forecasts, the capability of the group, and all other important elements. It additionally includes a commitment for every one of vessels' lords to offer help to those in trouble and controls the utilization of lifesaving signs with particular necessities in regards to risk and pain messages. It is not quite the same as alternate parts, which apply to specific classes of business transportation.

The Board should likewise guidance chiefs to adhere to their practice. For example, current should dependably be represented in a restricted channel. Unavoidable as it seems to be, in addition to that, the ship's exact situating is incredibly influenced by it. A head current diminishes the vessel's speed of travel while managing a flexibility speed. A taking after current then again may get a touch of drowsiness. Directs like these should  be used toward be held under control while traveling a tight section with respect to the current in play.

Corporation

Right off the bat, in that industry, if there is no corporation, in this manner exchange cost and support lessens. Notwithstanding that, absence of trust means there is no partnership, inspiration or responsibility for either the lesser staffs or top administration in connection to the advancement of the organizations targets, and for this situation wellbeing or revealing the essential changes to be executed. Along these lines, corporation influence how directors or representatives speak with each other. In connection to oceanic and security, corporation can be the reason that laborers can choose whether to withhold data or not. Therefore, it frames the premise whereupon representatives, or specialists of the ship can convey openly without dread. Notwithstanding that, where there is no trust inside the association, it is hard for specialists to be spurred and have individual inspiration to report everything that is useful the hierarchical objectives. In this way, trust influences revealing of occurrences that happens inside the association (Hodges, 2001). In conclusion, and in particular, there is a propensity for specialists and top administration o fall flat after legally binding assention for a situation where there is trust in the association. In impacts, the majority of the things that should be accounted for are not revealed in light of absence of trust (Druel, and Gjerde, 2014). This in actuality results to the association neglecting to change laws that are fundamental for the wellbeing of the earth, the laborers that work in the transportation ventures that vehicle the cargoes and the condition that may influenced by sea organization.

Accordingly, corporation can be a component that influences the operation of any association, specifically, the delivery business and thusly result to either the general population working in the association choose to report or remain focused on the hierarchical objectives or not, along these lines, messing with the wellbeing measures of the sea organization to the extent detailing is concerned (McNicholas, 2016). In this way, the sea organization need to construct trust between junior staff and top administration, since this will guarantee that there is detailing from specialists of any rate that stances peril or should be tended to and measures be taken. For the oceanic organization to decide there is trust amongst specialists and the top administration, they have to consider certain viewpoints that tell whether there is absence of trust between the individuals from the organization (Schoenbaum, 2016). These situations where is an abnormal state of supervision between the top administration to their lesser staff, situations where there is no inclusion of junior staff in the usage of a portion of the hierarchical strategies and furthermore, for a situation where there is an exceedingly indicated work structure that exist to the lesser staff the extent that the sea organization duties are concerned. Notwithstanding that, there should be an approach to fabricate trust inside the oceanic organization; this should be possible through top administration.

Conclusion

Therefore, the above process highlights some of the best practices that the company needs to implement in order to ensure that it succeeds not only in carrying the cargoes, but also in in conforming to the Maritime conventions. In addition to that, the process highlights the safety measure that needs to be taken in establishing in the shipment. Moreover, the report has been instrumental in ensuring that that it elaborates the safety measures to be taken by the team that transports the cargoes.

Underreporting

Underreporting is a major issue that maritime and shipping companies must solve if there is need for them to continue have a prosperous business or ensure safety of not only the carriers that is contain in the vessels, but also all that are involved in it. However, with greater concern is to what degree is underreporting affect safety (Petursdottir, Hannibalsson, and Turner, 2001). There are various ways that underreporting can affect safety. Firstly, it affects the manner in which the company responds to future accidents and measures to be taken. Secondly, underreporting affects the relationship between employees and their managers in the sense that the trust and working relation and trust, thus, the management and junior staffs do not corporate on implementing the safety programs. In addition to that, underreporting affects the growth and productivity of the shipping industries in relation to safety. Therefore, in this essay, I intend to discuss on various ways that and discussion on underreporting and its consequences as far as safety is concerned (Kopacz, Morgas, and Urbanski, 2001). In addition to that, the essay will discuss the issue of underreporting by considering human resource management topics such as communication, trust and safety management.

Trust

In large corporation, companies and organization that work together to achieve a certain goal, trust is one of the most essential aspect that needs to be considered to ensure that there is success of the company. As far as maritime or shipping industry is concerned, also, trust is of essence not only in promoting the relation of top management to that of junior staffs, but also in responding in the smooth operation of the company (Baird, 2004). In cases where there is no trust between the top management and that of junior workers or employees, there result to poor communication which result to people of the same company not sharing information as is supposed to be. In maritime corporation, trust result is essential in making sure that there is corporation in solving the problems that are common within the company (Celik, and Er, 2006). Firstly, in that industry, if there is no trust, therefore transaction cost and support reduces. In addition to that, lack of trust means there is no corporation, motivation or commitment for either the junior staffs or top management  in relation to the promotion of the companies objectives, and in this case safety or reporting the necessary changes to be implemented. Therefore, trust affect how managers or employees communicate with each other. In relation to maritime and safety, trust can be the reason that workers can decide whether to withhold information or not.

Thus, it forms the basis upon which employees, or workers of the ship are able to communicate freely without fear. In addition to that, where there is no trust within the organisation, it is hard for workers to be motivated and have personal motivation to report everything that is helpful the organisational goals. Therefore, trust affects reporting of incidences that occurs within the organisation (Nengye, and Maes, 2010). Lastly, and most importantly, there is a tendency for workers and top management o fail following contractual agreement in a case where there is trust in the organisation. In effects, most of the things that need to be reported are not reported because of lack of trust (Druel, and Gjerde, 2014). This in effect results to the organisation failing to amend laws that are essential for the safety of the environment, the workers that work in the shipping industries that transport the cargoes and the environment that may affected by maritime company.

Thus, trust can be a factor that affects the operation of any organisation, in particular, the shipping industry and in turn result to either the people working in the organisation decide to report or stay committed to the organisational goals or not, therefore, tampering with the safety measures of the maritime company as far as reporting is concerned (Couper, 2015).  Therefore, the maritime company need to build trust between junior staff and top management, because this will ensure that there is reporting from workers of any incidence that poses danger or need to be addressed and measures be taken. For the maritime company to determine there is trust between workers and the top management, they need to consider certain aspects that tell whether there is lack of trust between the members of the company (Campe, 2009). These cases where is a high level of supervision between the top management to their junior staff, cases where there is no involvement of junior staff in the implementation of some of the organisational policies and also, in a case where there is a highly specified work structure that exist to the junior staff as far as the maritime company responsibilities are concerned. In addition to that, there need to be a way to build trust within the maritime company; this can be done through top management. In addition to that, through improving relations,  working conditions or communication.

In addition to that, non-reporting can risk the maritime company to make the same safety mistake over and over again. This can pose a serious threat the maritime industry. The maritime company therefore need to include performance management among the employee of the company. This can form as part of motivating factor that will ensure that employees do not hide anything that endangers the safety of the transport system (Charles, and Stephenson, 2015). Performance management in the maritime company can be done through promotion or providing incentives to employees.  Moreover, the company can devise a way of rewarding the most performing employees either in every year or in every year (Elliott, 2011). This will motivate the people to be loyal and do all it takes to achieve organisational goals. In effect, the employees will be at the forefront reporting any case that generates or pose a threat to the safety of the maritime company.

Moreover, underreporting can affect the safety of the maritime company in the sense that it threatens for workers to go on strike over their grievances that do not land the eyes of top management. In a case where there is a strike or workers are not motivated to perform their duties as expected, the company poses a serious risk as far as safety of maritime company is concerned. Therefore, the voice of workers is an important factor that needs to be looked into, and in effect, there exist unions that air the grievances of the workers (Portman, 2015). They form an essential part that ensure that the maritime company still continue to work as expected, in that workers are motivated to do their duties who may pose a serious threat to the maritime company in regards of the company. The union thus provide a platform that articulates the grievances of workers.  One of the key issues that the union does is to steer the growth of the company in the sense that the union train and educate members on the work that they do, thus enabling them to be effective in the functions that they do. In addition to that, the union is always at the forefront in providing legal representation (Portman, 2015). In addition to that, the union stimulate legislative process that the affect the workers of the Maritime company, in effect, the process act as a form of improving the workability of workers of the company. Therefore, the management of the maritime company ought to give an ear to unions in regards to decision making which will ensure that workers are motivated to ensure that the maritime company works in a manner that minimizes safety.

On the other hand, under-reporting can make it possible for the company to fail to recognize what needs to be improved in regards to safety measures. This is mostly as a poor human relation. This class is associated with the nature of supervision as it influences labourer assurance and Informal gatherings in associations (Kristiansen, 2013). They are important in the sense that they are seen as an asset for associations. In addition to that, good relations ensure that, representatives have requirements and desires. Also, they wish to be counselled in basic leadership and milder issues with labourers are critical. Lastly, human relation generates eagerness and cognizantion interest has noteworthy effect.

Conclusion

Along these lines, the above procedure highlights a portion of the prescribed procedures that the organization needs to actualize with a specific end goal to guarantee that it succeeds in conveying the cargoes, as well as in fitting in with the Maritime traditions. Notwithstanding that, the procedure highlights the security measure that should be taken in building up in the shipment. In addition, the report has been instrumental in guaranteeing that that it expounds the wellbeing measures to be taken by the group that vehicles the cargoes.
