The Simon’s model consists of three phases namely Intelligence Phase, Design Phase, and Choice Phase (Pkirs.utep.edu., 2017). The decision system is formed for the development of the DFWHC so that effective development system is formed. The analysis would provide the management of the system integration and carrying out the development of the operations (Hartnett et al., 2016).
