Question:

Malak primary school to Patterson Street. The main objective is to amend current cracks causing an uneven surface on the footpath for pedestrians. These cracks are formed due to overgrown tree roots compromising the structural integrity of the asphalt pavement. Trees and other flora that are located too close to the footpath will be removed with the correct environmental plan and permits. This will reduce the risk of issues arising in the future. Furthermore, line markings that indicate pedestrian and cycleways require respraying.

With the installation of new flood lights at the Malak oval, a dramatic increase in people of all ages have been consistently utilising the oval much into the evenings. The footpath that runs from Malak oval to Patterson Street is a popular riding and walking track which also leads to a playground and a BMX track. The proposed construction should only take 2-3 weeks to fully complete and become operational. The project aims to be completed within a period of 2-3 months depending on the approval from council to work on their assets. Due to the hazards littered along the track, people have avoided utilising the community facilities available, general exercise path and a convenient shortcut to Sanderson Middle School.  

When the project is completed, benefits to the community will be:

  • Safe walk/bike path for the public (promotes a healthy lifestyle).
  • Clear footpath to cycle path.
  • Safe access to playground and BMX track for kids.
  • Reduced amount of sticks on the track due to overhanging trees.
  • Convenient travel for students who attend Sanderson Middle School or Malak Primary School.
  • School based bike riding events around Malak.

The project performance will be measured by the increase in activity at the Malak oval, playground and the BMX track. Additionally, the amount of people who utilise the footpath for exercise and or other activities will be measured to assess the performance of the project over a period.

The project to upgrade the safety and convenience of the existing asphalt footpath for the public could be achieved with other methods. Instead of utilising asphalt for the patching, concrete could be used as it is a durable material capable of satisfying the requirements. The reason why this method was not chosen is due to a few reasons. Disregarding any ongoing maintenance costs, the cost per cubic metre of hot mix asphalt is between $2.50-$4.00 while concrete costs $4.00-$6.00 per cubic metre (Great Day Improvements, 2017). Additionally, the visual appearance of the footpath with odd sections of asphalt and concrete would not be appealing. Furthermore, the cost of mobilisation and potential damages due to the concrete trucks would exceed the $50,000 budget.

Another alternative method could be to remove the entire existing footpath and install a completely new pavement either with asphalt or concrete. This method is ideal but would cost over $100,000 which is not within the set budget. The main monetary and non-monetary costs would come from the materials used, road management safety, mobilisation/demobilisation and public disturbance.Footpaths are a vital form of infrastructure that allows for convenience of travel and exercise. The market for this project is people of all ages especially kids that attend a school in the area. The most popular form of transport for kids are riding bikes. The upgrade will allow for safe travel not only for kids but for adults who want to exercise.

There were numerous complaints from the public and even an accident which occurred on a hazardous footpath located in Palmerston. To avoid any accidents from occurring, the upgrade to the footpath will benefit the entire community of Malak.
