You are a Program Analyst on the Environment team at Bloomberg Philanthropies, one of the largest donors to the Central Park Conservancy, and you oversee grants to urban sustainability initiatives worldwide. Foundation leadership is looking to expand the use of public-private partnerships (PPPs) to increase park space in cities across the U.S. by building strategic partnerships and supporting projects like the Central Park Conservancy and the High Line with grants and other resources.

Your assignment is to advise the Foundation’s Environment team lead, Antha N. Williams, and CEO, Patricia E. Harris, on opportunities to expand the use of PPPs to increase urban park space. Introduce the partnership models behind the Central Park Conservancy and the High Line in your background section, and then answer the following questions:

1. What was the role of leadership for these projects, and how did certain leaders help or hinder each of the projects discussed?

2. How was capital (project funding) for these projects “stacked” and what are the implications for similar arrangements in the future, whether in New York City or in other U.S. cities?

3. Is this a sustainable financial model, and if not, what are the alternative arrangements or structures that could be used to ensure the sustainability of future partnerships?

4. Are these projects unique to New York City, or could they be replicated in other cities as well? Comment on the tools and partnerships that Bloomberg Philanthropies, the Central Park Conservancy, or Friends of the High Line could use to educate other nonprofit, public and private sector leaders on these initiatives and create a nationwide pipeline of similar projects.

Our company currently lacks the proper corporate social responsibilities that could lead us towards acquiring competitive advantage. Our major concern is to promote the urban sustainability initiatives worldwide. In order to strengthen the competitive position, we should focus on the innovative approaches to sustain in this competitive world by establishing the Public Private Partnerships.  

The project concentrates on expanding the central park in cities in US. The initiatives are undertaken for strengthening the sustainable position of the company. In order to fulfill such objectives, we need to consider few implications. We need to structure the proper leadership approach in order to engage the workforce. We need to consider the role of the leadership in resolving the hindrance occur during the project. The detailed analysis of the project funding is needed to be considered for the similar arrangements in future. The project will also determine whether this financial model is appropriate or not. I have observed that our company requires expanding the spaces of the urban park for the conservancy purposes. Therefore, I want to present the initiatives to expand the use of Public Private Partnerships for increasing the park spaces in the urbanized areas across the US cities. We require the adequate resources and the sufficient workforce to promote the initiatives in a significant manner.  We believe that it would be beneficial in ensuring the future partnerships. Finally, the evaluation report would ensure whether this project can be replicated in other cities apart from New York or not. Identifying these major reports would be helpful for us to achieve our goals.

Role of leaders: The central park was inaugurated in 1858 because of the need of green spaces for the public in the New York City. At first the superintendant of the park introduced a system of foot and bridge paths within the park and transverse roads that lightened the traffic of the city and gave the public some scenic beauty.The mayor’s funds is the coordinator of the public private partnerships, it is a hub for the financial resources of the private sectors and also provides full controllable leadership for the development and the execution of the projects.

How can be the capital “stacked” and what are the implications for similar arrangements in the future in New York City or in other U.S. cities: The public private partnership projects often have the potential to support many communities to optimize the sources they have with the help of agreements or by maintaining the public infrastructure. The partnerships have their own infrastructure regarding the maintenance either in NYC or U.S. The role of the partnerships is to discuss the benefits and feasibility for using the partnerships to get assistance in the designs, funding and construction. The partnerships need to bridge the gap between current issues and funding so as to initiate more green space within the city.

Recommended Action

 Is this a sustainable financial model, and if not, what are the alternative arrangements to ensure the sustainability of future partnerships: The public private partnerships of increasing green space are a traditional model that creates active integration in the public assets. Again, Bohee marks these models as horizontal model because this tends to create parity in both private and public sectors.   Bohee also says that the maintenance of the park is a big challenge but still there is a lot of work left. The city is seen collaborating with others in order to develop the incubator for the public.

Are these projects unique to New York City, or could they be replicated in other cities as well: NYC has opened a innovative approach towards the public private partnerships in the past 12 years hence this has initiated more new models and collaborations within the city and started a philanthropic aspect in the city The Bloomberg foundation is not only viewing this type of collaborations as  civic project but also enabling various partnership models of the private and public sector and also enhancing the organizations that are community based and bringing up new ideas in order to take the advantage of each of the partners who provides a mutual value. The partnerships have impacted a lot on the nature of Bloomberg and in return get the support from the public and private sectors. The NYC has expanded a lot and building managements that will in future bring more effectiveness in the partnerships.

The memo is prepared to make you aware of the emerging issues with the sustainable development of our company. The lack of proper strategic partnerships with the society would be helpful for us to retain the reputed position of the organisation for a longer time. We have planned to expand the Central Park Area in New York City to establish the Private Public Partnerships. The memo even initiates the idea of each of the projects that are needed to be undertaken. We are presenting the recommendation of structuring the sound leadership to manage the workforce and the entire project. We are aware of the emerging competition in this business scenario. In order to sustain the business in this competitive scenario, we need to take the hands-on approach in a specific way. We have taken such action to perform the functionalities in a cohesive way and finish it off within the scheduled time.  We need to be more attentive towards the corporate social responsibilities that will be helpful in maintaining the societal welfare. The expansion of the park would increase the green approach in the environment that is mainly surrounded by the buildings. If we expand the park space in the urban areas of the US Cities, it will be fruitful for the society people who need more greenery. In fact, the people in the society can take their children to the parks and they can even spend their quality time in the park.

We have found out that we need to sustain our corporate position in this competitive scenario. We know that the maintenance of the corporate social responsibility would be beneficial in considering the sustainability of the business for a longer time. Therefore, we have undertaken the initiative of expanding the park space. We need to arrange a meeting to discuss such initiatives and the necessary resources to complete this project. The maintenance of adequacy level would have been beneficial for completing this project. Your responses are highly expected. We shall provide you the details of the necessary functionalities that will be undertaken for this project.
