Health Care Assessment: Understanding Issues and Policies (25%) Due October 29th (note: the assignment submission option is open until November 6th to account for late submissions - a reminder you will lose 10%/day if you submit after the 29th of October) Topic submission due to the instructor by Monday, September 27 (sooner is better so as to confirm the appropriateness of your topic and enable you to start the assignment). We have dedicated much of the required readings to address the conditions, policies, and issues that affect the health of Indigenous peoples. The purpose of this assignment is to explore and assess one policy (an example of a policy is Jordon's Principle) or Law (an example of a Law is Bill C-31) that directly affects the health of Indigenous people in Canada. This assignment must provide background information, history, and the current issues that impact health. As we have discussed throughout the course, policies and laws - regardless of their being situated inside or outside the field of health - have lasting impacts on the lives of Indigenous peoples. Your chosen policy or legal issue will explore the varying ways that this occurs. Follow the Steps to Successful Policy Analysis (see: Week 8) Note: You may not be able to access all of the information outlined in the Steps to Successful Policy Analysis in your paper. Allow this resource to be a guide for you as you research your specific topic. Your job as a researcher is to discern what research questions are most relevant to your overall thesis. Directions Students may work in groups of 2 or 3 people, or you may choose to write this paper on your own. All group members will receive the same mark for the paper regardless of the individual contribution to the work. Please ensure you provide all student names and student numbers when submitting your paper. Students who wish to work on the paper alone is also acceptable, however there is a lot of information that needs to be accessed therefore team/group work is encouraged! Before starting your paper, submit the topic (policy or law) to the instructor as soon as possible to ensure that this topic is appropriate for this assignment. In this email, please indicate whether you plan to write in a group or individually. I will not allow more than three different group/individual submissions on the same topic so if you are eager about a policy or law issue, secure your topic by emailing me as soon as possible. This assignment seeks to better understand the underlining issues that contribute to health inequities of Indigenous peoples in Canada. This includes access, compliance, education and knowledge translation, culturally sensitive interventions (concerning identity, historical trauma, structural racism, and so on), and an overall understanding of the conditions required to effectively implement this policy or law. The below grading rubric will assist you in carrying out your paper. Please include a SWOT analysis (see: Week 8) into your paper. Familiarizing yourself with these processes will help you during the final exam. Examples of issues are: Housing on First Nations communities Clean water (or other aspects of infrastructure in communities) Access to services (specify the service: ie. dental care, midwifery, primary care, etc.) Child apprehension and so-called "birth alerts" Preventable diseases (Type-2 diabetes, Smoking, HIV, Hep-C, and so on) Transportation Policy (and issues associated with health in remote communities) Incarceration levels Jordan's Principle Sixties Scoop Bill C-31 Food security or food systems/sustainability Harm reduction in substance use Racism in healthcare Things to consider as you research: how do the policies/laws in your topic area help or hinder Indigenous health? In what ways could your policy/law be improved to better the health outcomes of Indigenous peoples? What other policies, laws, political relationships are a part of your topic area (set the context for your specific policy/law) and how are they connected? Arrange your paper considering the following content. Please use headings to help organize your paper. Introduction: Identify the policy or law and why you have chosen to research this concept. Provide a brief outline of the paper you are presenting. Identify questions that you will answer in the pape and what problem you wish to solve. Discussion: Background and history (what has been the response from government to date; are there any policies that address this issue?) Duty to consult, (is there evidence that this was completed prior to implementing the policy? What is the Indigenous position(s) on this policy or law?) Contemporary assimilation policies (is this policy racist or furthers assimilation? Does it incorporate components of cultural safety or any of the TRC Calls to Action that are specific to health?) 3. Conclusion/Outcome: Have the policies addressed a health issue? has it been successful or detrimental to the health of Indigenous people? Does it promote or hinder Indigenous self-determination? Critical and creative thinking is a concept in which one applies logical principles, after much inquiry and analysis, to solve problems with a high degree of innovation, divergent thinking, and risk-taking. Those mastering this outcome show evidence of integrating knowledge across disciplinary boundaries. The depth and breadth of understanding various conditions, disciplines (Law, Health, Social Services, Education, and so on) is essential to this paper. Provides some evidence (or identifies the lack of evidence) to support the issue. How has this policy impacted the health of Indigenous people? Provides a brief history of the issue. 2-4 Marks: Asks in-depth and specific questions regarding how health is impacted through an analysis of the evidence. Identifies specific policies that address this issue. 5 Marks: Not only asks specific and in-depth questions about the underlining causes of the health issues but also (with the aid of quality research) further examines the policies that have worked (or does not work) to supports it. Examines numerous policies that may relate to the ongoing etiology of the health issue. Attempts to answer questions from a critical perspective and succeeds in situating the particular policy or legal issue in the context of contemporary Indigenous-non-Indigenous political relations. Maximum score5 Discussion: Problem Solving 1 Mark: Identifies the varying issues and creates a plan to manage the problem. 2 - 4 Marks: Identifies and solves issues in a creative manner. Considers and rejects less acceptable approaches/ policies to solving the problem and creates and follows a plan. 5 Marks: Identifies ways that may not only solve a current issue but also looks to the future to prevent similar problems. Evaluates the appropriateness of different approaches to solving problems; devises arguments using these methods and articulates reasons for choosing the solution. Maximum score5 Discussion: Breadth and Depth of Understanding 1 Mark: Applies basic concepts from specific disciplines. For example: social determinants, traditional knowledge, land entitlement, sovereignty, traditional healing (you may need to explore these concepts further) 2 - 4 Marks: Extracts and integrates information and perspectives from a variety of disciplines that have influenced the policies on health for Indigenous people. 5 Marks: Interprets information underpinning various health policies and compares the merits of alternate hypotheses in many different disciplines. Demonstrates mastery of a body of knowledge and critically evaluates the limits of their own knowledge and how these limits influence analyses. Maximum score5 Conclusion/Outcome 1 - 2 Marks: Makes basic assumptions and conclusions. Does not, or rarely, draws upon scholarly evidence to support their conclusion. 3 - 5 Marks: Provides some evidence and understanding of the core etiology of the policy or law on the health of Indigenous people. Includes a SWOT analysis, but fails to clearly identify relevant concepts or issues. 6 - 7 Marks: Provides concise recommendations to remove certain condition or barriers to the health of Indigenous people. Includes a SWOT analysis to better explain the issues related to the policy. Maximum score7 APA and Format Up to 3 Marks: All academic papers will be marked according to APA standards.
