Scenario
Ellie Carlton dob 3/7/93 and has a learning disability. Her parents struggled to look after her when she was a child, and she was looked after by social services from the age of five. She now lives alone in flat 4C Ashwood Rd, Greenwich. She enjoys living there and has a support worker, Carly, visit every day in the morning. Carly helps her to organise her day and ensure that she keeps on top of the household chores, bills and manages to get to work okay. Ellie works part-time in a supermarket, cleaning and generally helping out. She finds the work hard but enjoys getting out and meeting people. She enjoys going to her local church and has very helpful neighbours.
Task 1
You are a social worker. You visit Ellie and you think she is at risk of abuse. Complete a Care Act 2014, Section 42, safeguarding enquiry. Do so as fully as possible, based on your concerns about Ellie and the information provided (use the blank Section 42 form on the VLE).

Write a short essay presenting your assessment of Ellie’s mental capacity.
