You have been asked to provide an incident report to the Senior Management Team of ‘RecEnv UK Ltd.’ (REUK) about a recent fire incident, specifically identifying the health, safety and environmental improvements required to prevent a recurrence of this type. The company anticipate enforcement action from relevant agencies within 4 to 6 weeks.

Company: RecEnv UK Ltd (REUK) offer a commercial service for waste management and processing, to a network of 400+ local customers including reuse, recycling, recovery and disposal options for four types of waste. They are aiming to achieve zero waste to landfill by 2030.

REUK provide bins, waste receptacles, skips and labour support for waste handling and recycling systems on customers’ sites, with pick up and drop off services as required.

Their site in Salford covers three acres and segregates waste prior to treatment into four categories (as received from commercial clients) – paper; plastics; metals; and general waste. There are 10 Waste Handlers working on site and a further 18 Driver Handlers who collect and deliver containers from customers to site.

There is a further 6 administrative staff and 3 senior managers who collectively own the business.

The fire took place on Friday 7th February 2022 and is the second incident of this type in 5 years. Several hundred tonnes of waste were involved in the fire, causing a burn that lasted for 3 days and involved large quantities of smoke distribution 2 miles heading over the city of Manchester (due to strong north-westerly winds). Fifty firefighters and six fire engines were initially sent to tackle the blaze. As a result of the fire the site was closed for 3 weeks and the shed used to hold general waste was destroyed.

It is anticipated that more than one enforcement agency will be keen to review the health safety and environmental impact of this incident, considering breaches of legislation and the plans required to provide confidence that incidents of this type do not happen again.
