In recent decades, however, the traditional association of civil service systems with effective governance has been challenged as being too focused on rules and not focused enough on finding the right person for the job. The Civil Service Reform Act of 1978 marked the beginning of the current public service reform era, effecting a reorganization of the civil service system and increased managerial flexibility. (Riccucci, 2017). Since the Civil Service Reform Act of 1978 five themes were created: decentralization, Performance-based pay, declassification, deregulation, and privatization. (Riccucci, 2017). All of the above were created to obtain and retain the best employees. Human resource management is currently being evaluated in terms of its role in the context of globalization and other trends. Although HRM has undergone quite dramatic change in the last 20 years or so, that change was associated with the long overdue recognition of HRM as an important strategic consideration. The current evaluation, while still strategic, has more immediacy and is broader in concept than the traditional focus on managing people at work. (Entrekin, Scott-Ladd, 2014). "Through the decades, the workforce evolved from labor-based to services-focused requiring HR to shift from a process-centric function to a worker-centric function", (SHRM, n.d.). According to an article I read, The Evolution of HR, before there was a Human Resource Department, employees worked under dangerous and harsh conditions. There seemed to be more concern for the company than the well-being of the employee. There was no HR to make sure employees were getting along together, let alone, satisfied with their position. "Industrial betterment" did not emerge until between 1890-1920, and departments like "Industrial Welfare" and Scientific Management" were developed, (The Evolution of HR, nd). With this new development, employees were to be treated like humans instead of "expendable resources". According to the article, through the 1920s and 1950s "manpower development and Personnel departments" and worked hard to train, maintain, and compensate employees. It was becoming understood that when employees are taken care of, they become more valuable to the organization. HR began working with labor unions to develop stronger compensation packages for employees. The Equal Pay Act (1963) and the Civil Rights (1964), brought new responsibilities to the HR departments. "Compliance issues", motivational theories, and self-determination theories were added to the functions of HR so that it could began focusing on achievements, advancements, and recognition of the employees. Fast forward to present day, where there a constant change in new and improved technology, HR's job is even more complex. Along with managing personnel and handling administrative tasks, HR works to hard to find and keep the best employees suited for the organization, develop programs for training for the job, building employee relationships, ensuring that their is a diverse culture, as well as a healthy, happy, and safe work environment. To a good HR department, the wants and needs of the employees are as important as the wants and needs of the organization, HR works hard to keep the company, as a whole, satisfied. HR used to be primarily responsible for the administrative duties and ensuring that organizations were following regulations and laws. HR has shifted over the years to providing leadership support, becoming front-line supervisors, improving the quality of life, engagement, diversity and providing customer service (Cascio, 2005). As technology has changed rapidly over the last decade and HR has had to shift to a more digital atmosphere. They have transferred from primarily paper users to computer users. This change is difficult as computers are susceptible to hacks and data breaches and HR is responsible for most of an organizations personal identifiable information (PII). They are charged with highly confidential and personal information. HR, now more than ever, is working with a diverse workforce. The workforce of today includes very young employees to older employees. So, the ability to adapt to all types of people is paramount. One of HR’s primary purposes is to strengthen organizational culture. As the culture evolves over time, HR will need to adapt. HR is charged with getting employees to thrive, grow and reach their full potential (Cascio, 2005). HR has become an important part of the agency and play a more intricate role within the organization. Then, when global conflicts broke out, human resource duties became more personal, to the point that human resource personnel sought to collaborate, choose the right employees, and enhance companies. Between the 1940s and the 1980s, human resource functions were industrial in nature, similar to how unions might have and negotiate. Human resource had a rigorous duty of maintaining compliance from the late 1980s to 2000, and from 2001 to the present, human resource has a function of encouraging strategic management, such as planning and employee performance. Yes, human resource management responsibilities will change in the near or far future since this department is adaptable, as evidenced by historical data, and because this is a changing world, human resource is likely to modify its management methods and duties in order to fit in and remain relevant. People emotionally and psychologically need to be supported. When there is a fair opportunity and fair treatment of employees, productivity will increase, and the organization will succeed. Some certainty of rights needs to be considered for workers. The HR department in the past ten years has changed dramatically and advanced in their interactions. Engaging workers through HR to build up a productive work culture to ensure workers are happy. The effect of deviating from performing as the traditional record keeper to engaging more personably in a professional manner to manage the workers and their needs. The companies’ technological development improves through this. The most recent change is the flexibility of work schedules and working from home (remote work). During the pandemic and weather-related issues, or simply the nature of the job, allowability to work from any place has become more readily available. Remote jobs have many advantages for both the worker and agencies such as employees maintaining their work and remaining productive and for the worker to keep compensation and benefits and to manage their hours. However, working from home has a few disadvantages too for both the employee and the employer. oday HR oversees performing all rules and regulations, wage related laws, recruiting, hiring, compensation, reward, and all benefit packages. They are more involved and engaging with employee diversity at the workplace as the culture directs an impact to output. By engaging HR with employees, they create the key to positivity, motivation, and increased productivity through workers satisfaction. In other words, the key to success is productivity and productivity is affected by satisfaction of the workplace environment. The technological change in HR creates an easy system to engage with workers, ensuring the employees are satisfied.
