The focus of the ‘Casa De Paz Development Project’ is to construct a homely environment for struggling and dejected women and children of the society who would be best fitted in this rehabilitation center. The project manager needs to research the background and set the major objectives of this venture. He needs to have a thorough understanding of the work procedure and establish a healthy work culture among the team members. Furthermore, he should meet the deadline of the project keeping intact the quality of his work. The job of the stakeholders is to specifically state the end requirements from this project. The sponsors are responsible for selecting the core team members, Subject Matter Experts and complete the basic drafting of the project charter. This endeavor is based on the Agile Project Development Model.
Hence the people involved in this task should have a clear idea about the functionalities and execute them in every step to reach the final goal. The project manager should hold meetings and conferences such that an effective communication is established both laterally and vertically in the organization (Ziek & Anderson, 2015). The manager should adhere to all the changes required in adverse situations by communicating with his work people and improvise the task on a regular basis. Since this venture is based on a construction of a building there are many lawful aspects of this project that needs to be attended. Permissions from the legal authorities should be cleared before the commencement of this project. A project management plan, divided into smaller projects, should be documented at the initial stage to enhance the workflow and complete this construction successfully (Laporte & Chevalier, 2016). The idea of dividing a project into parts helps in reducing work pressure for one individual and thus standard quality of work is ensured.
The points that are already discussed in the charter of this assignment are the scope, background details and the requirements. In addition, a project manager should add the following points . Firstly, a ‘Business Case’ should include the economic feasibility of the project from which the donors can determine their financial investment in this assignment. The venture focuses on helping the needy women and children. Hence, there will not be any profit from this construction. Secondly, development of the task in agile methodology ensures that feedbacks are shared amongst the team members after each iteration that helps in improving the quality of the project (Rasnacis & Berzisa, 2017). The manager of the project supervises the duty of his team members in each iteration, monitors their work and moves on to the next task only after receiving positive reviews on that cycle. This systematic incremental process helps in achieving a larger target as mentioned in the given case study of the ‘Casa De Paz’ project. Thirdly, the scalability of the project is checked based on the iteration of each cycle in this project. According to (Haz?r, 2015), the risks are analyzed in advance, for which the control measures are determined beforehand. This precautionary measures help in recovering difficult situations and accomplishing the project with minimum hindrance possible. In conclusion, the decision authority needs to take the final decision in case of any conflict. Since this task follows agile methodology, hence according to (Serrador and Pinto, 2015), numerous people are involved in this process. The investors, the stakeholders. The scrum master, the product owner and the project manager together builds up this body of authority to decide upon important agreements and resolve disputes that might arise anytime during the process.
In a huge project like this, many important decisions have to be made by the workforce and for that, there should be an authorized body. This authorized body consists of a steering team, an executive committee, the sponsors, the project management officers, the scrum master, the product owner and the project manager where each individual will hold a responsibility in the project. The Executive committee or the Steering team needs to set the targets of each iteration cycle and influence the rest of the members of the team for the completing their task on time. They should also be responsible for managing the resources and determine the phases of the project. This team will also be responsible for the financing of the project and select the project manager and the core members in collaboration with the sponsors. The project management officials along with the core team members should keep a check on the scheduling of the task and maintain the success profile of each cycle in this development project. The responsibility of the Project Management Officer and the Core team members is to carry out quality actions and maintain the standard of the project (Muller, 2017). The building procurement is to be determined by the project manager along with the product owner.
