The second P, population, indicates the potential beneficiaries of the proposal. The third P, problem, is the issue that needs to be addressed. The fourth P, known as paradigm, is the researched justification for the plan of action.

The fifth P, plan, is the delineated, step-by-step plan of action. Finally, the sixth P, price, represents the final budget for the full proposal. These proposals require research at every step of the way.

Summary: The Trenton School District in NJ's on-time graduation rate shows an increase from the 48.6% to 52.9%. Although this is a good sign, these data points still hint that there is an issue and more support is needed for students to be successful in this district. Population - The students who attend Trenton High School. Problem - Trenton currently has enacted small learning communities where students can choose an area of focus to study. This is part of the reason why the graduation rate is rising.

However, there are still many obstacles students face when it comes to on-time graduation like: crime, gangs, poverty, food insecurity, homelessness, unstable family situations, the need to work and attend school, etc.

Because students in the district have more stressors that can prevent them from graduating on time, they need more support. Paradigm - (These are hypothetical you could also do light research to see what's been done in the past since that's what you'll be doing in the course!). At a public high school in Chicago, more guidance counselors were hired in hopes of making the student-counselor ratio more reasonable.

As a result, students had better relationships with their counselors and were able to create more personal goals to help keep them on track for graduation. In Camden, an after school program was implemented that offered peer tutoring and help from teachers. For students who were struggling academically, this was a great option. This program also offered service hours for students and team building exercises.

By including these programs, students were more likely to be engaged with academic activities. This helped to keep students off the streets and in a more goal oriented environment. In LA, a mindfulness program was implemented with goal setting strategies to help students stay on task and focused. Plan - At Trenton High School, a plan will be implemented that does the following: More guidance counselors will be hired to better assist students.

An after and before school program will be implemented to help students/keep them more engaged with school. Meditation and mindfulness strategies will be implemented into the curriculum.
