TYU Engineering Pte Ltd was first known as TYU Electrical Engineering Services in 1985. The company has grown to be Singapore’s largest interior fit-out, addition and alteration works specialist today. 

Their portfolio includes interior fit-out of diverse establishments such as hotels, restaurants, banks, offices, retail stores and museums. Their clients come from various industries and across the region. Several projects completed were buildings and public facilities contracted by the Ministry of Youth, Sport, Arts and Recreation, Education and Social and Family Development, etc.

You joined TYU as a health, safety and environmental (HSE) officer and have been in office for a month. Your responsibilities are to assist the HSE manager to manage the company’s safety management system and address all health, safety and environmental aspects of the company.

Question 1 
TYU’s safety management system is developed based on ISO 45001. Illustrate TYU’s safety management system in a diagram. Include other external elements and explain how the safety management system is linked to them.   (25 marks) 

Question 2 
Prepare ONE (1) risk assessment each for THREE (3) work processes that will take place in a construction site. Apply activities that TYU are specialised in doing.   (15 marks) 

 

Question 3 
As part of the HSE department, you will be monitoring and measuring HSE performance on a regular basis. Establish a procedure for monitoring and measurement of HSE performance for TYU.   (30 marks)

Question 4 
Describe the safety performance monitor plan you have established for TYU. The plan needs to include its purpose and objective. Based on the case study, there should be at least THREE (3) hazard parameters to sample and monitor. Define and describe the legal requirements that necessitate them to be monitored and sampled. Finally, for each hazard parameter, illustrate how safety performance will be collected.
