Evaluation of current position and challenges
The background of this paper is to evaluate the significance of the application of information management and technology in Lincolnshire Partnership NHS foundation Trust. The evaluation describes the current position of the trusts , drivers of change and the strategic objective of the company. Recently, it has been seen that the workers are tending to embrace the new technology in the workplace. The new strategy and the planning is needed to be done in order to adopt the application of the new technology in the organization (Gallagher and Sixsmith,2016) . It has been seen that there are various challenges for the organization for the implementation of the new technology in the organization (Joslin and Müller, 2015). The strategy will be derived from the ICT service delivery and ITIL governance framework . The other concerns which are addressed by this paper is the alignment of the proposed development of the IT services in the organization and the recommendations for the implementation. The scope of the paper is to evaluate the framework or the strategies for the improvement of quality of the work and development of the information management infrastructure.
The main objective of this paper is to evaluate current strategy of Lincolnshire Partnership NHS information Management & Technology (Zha and Cai, 2016, pp.129-131). The strategy will be made on the basis of the ICT framework and ITIL governance framework. Certain recommendations are also made for the implementation of the strategy in the organization.
Information technology plays an important role for the development of the working quality in the organization. In this context the Lincolnshire Partnership NHS information Management & Technology needs to be the part of the digital revolution. The trust has identified certain areas for the changes in the organization such as delivery of the quality service sot the patients (Chang ,2015, pp.1195-1205). Apart from that maintain the certain security for the data storage and maintaining the information in proper way are essential part for the development of the new IT management services in the organizations (Muhammed,2015). The trust is planning to implement the proposed strategy within 5 years. The trust is holding important position in national and local context. Over the years the trust has managed to gain the good reputation in the health care sector and managing the delivery of the quality services to the patients. There are certain issues like development of the system which will cooperate with the managing of the staffing and the access of the patients is needed (Ferri et al.,2016). The proper functionality is needed to be taken to support and manages the whole system. Currently the trust has four clinical system-Silverlink mental health system, WebBomic system and SystemOne. It has been found that there is a need to develop the system which will meet all the requirements of handling the patient and the communication and delivery of the information between different department scan be done in a proper way.
The mode of analysis in the report is based on the logical linking between the current existing system in the company and the goals and objective the company is needed to be achieved. At the initial stage the structure of the current system has been discussed. The identification of the areas of the development has been done in this context (Biesenthal and Wilden,2014, pp.1195-1205). The proposed objectives and scopes of the organization is set in a proper way. The implementation deadline has been assigned along with the mentioning of the adaptation of information technology system . The implementation is followed the guideline of ICT and the ITIL governance. Certain recommendations are made regarding the implementation of the new system in the organization.

Findings |
A. Management of service level agreements for information governance services |
||
C1- Service level agreement defines the agreement between the service provider and the service taker. The agreement is based on the delivery of the requirements to the clients. It is important for both the client and the service provider in IT service to maintain the right service level agreement in order to negotiate in a proper way. |
GEM CSU is the responsible for maintaining the support function of the delivery of ICT services through service level agreement. However, the service level agreement for the current support is delivering the purpose in a proper way(Müller and de Lichtenberg ,2018, pp.49-61) . In order to improvise the current situation the identification of the need of current support is carried out. The review of the contract between the trust and the GEM is carried out for the adaptation of the new SLA support for ICT. |
F1- It is confirmed The Lincolnshire Partnership NHS information Management & Technology Strategy is still reviewing the contract of GEM CSU for maintaining the SLA for delivering the service . The result of the review is not clears to the trust and the clients. In this case, the situation cannot be evaluated through the ITIL governance framework. |
C2- There is a chance for the development and modification of the existing SLA. The SLA can be customer based where the customized ICT solutions are provided to the customer or the SLA can be implemented as service based where the general solutions can be delivered to the all clients. |
GEM CSU is also responsible for supporting the specialist functions regarding the governance of the information. The development of the information governance service and deployment of the SmartCard is managed through the SLA. |
F2- It is not confirmed. ITIL governance framework. The services provided by the IT companies are used by the number of consumers (Jabbour and de Oliveira,2017). It is expected that the consumers will select the service according to the requirements from the range of services. Registration authority and deployment of the SmartCard can be managed through the proper application of SLA. |
C3- The management of the operational level agreement and underpinning contract is important as it helps to maintain the functionality of the agreement by providing the external service provider to provide service to specified areas. |
In case of Trust there is a service level agreement with GEM CSU. However, there is no operational level agreement and underpinning contract. |
F3-Not Confirmed. In this case study it has been said that the Trust has service level agreement with GEM CSU which is being reviewed by the Trust for the modification and the improvement. |
B.Management of data quality |
||
B1-The maintenance of the quality of data is important as it will help to deliver the right functionality and right information to the clients and the organizations (Badewi,2016, pp.49-61) . Poor quality of the data will lead to the mismanagement of the information and the lack of right decision making process and the implementation of the right strategy. This increases the risks in of the organization. |
The trust has been suffering from the issues regarding the quality of the data. It has been discovered from the external review that the data used in the organization is lacking form the completeness and the accuracy. |
F4-It is confirmed. The guideline based on the ITIL governance is needed to be followed in this case, the six sigma methodology and quality management system can be implemented to reduce the number of errors and enhance the quality of the data used in the organization. |
B2-The service transition and the data quality management will ensure the quality of the data processed by the company. Proper governance planning is needed to be done in this case. |
The Trust has identified the issues regarding data quality regarding the quality, accuracy and completeness. |
F5-It is confirmed. The quality and the flow of data can be maintained using plan do and check act and CSI model. |
C. Procurement of ICT services and ICT infrastructure |
||
A1-The review and the negotiation of the agreement between the client and service providing company is needed as the review of the existing system is done in the process (Serra and Kunc 2015) . In this course the identification of the improvement and the negotiation process can also be done in the procurement process of the ICT service. |
The review of the agreement is done on the annual basis. The review consists of the evaluation of the tangible and intangible assets of the organization along with the capital requirements and the cost for the next four years. The final approval of the decisions regarding the non capital costs are provided by the information management and technology committee after the presentation of the case part of the business. |
F6- It is not confirmed. The process of the procurement management can be achieved through then supplier and the contract management system. However, the process of managing the procurement from the supplier is not included in the process referred by ITIL governance framework. The procurement for the supplier is needed to be maintained in the process. |
A2-The management of the procurement can be done by the supplier management. The supplier management includes various processes like |
There is a need for the improvement of the procurement in the organization. This will include the review of the contract between Trust and GEM CSU. |
F7-It is not confirmed. The process does not contain the procurement from the supplier and is missing from the ITIL guideline altogether. This can bring the inconsistency in the process. |
D. Conformance with an ICT governance framework |
||
D1-The governance framework is provided to support the projects and the events in the organization. The governance framework will indicate the control of the functionality and process followed to complete the project. |
The trust follows a framework regarding the information management and technology which is agreed by all the members and the governing bodies within the company. |
F8-It is confirmed. The proper governance framework is existed in the trust. However, the improvisation of the existing working and the governance model can be implemented through the guidance of ITIL framework. |
D2-The governance of the organization is an important thing as it helps to maintain the hierarchy of the organization. Apart from that the decisions regarding the compilation of the projects are done . |
The planning and the investment committee manages the Information management and technology framework. The decisions are taken by this committee for the improvement or changes in the organization. |
F9-It is confirmed. The governance of the organization can be approached through the framework described in the ITIL guideline. |
Proposed strategy based on ICT service delivery and ITIL governance framework
The service level agreement is the agreement between the client and the service providing company. The SLA defies the agreement and the negotiation between the client and the service provider is an important thing. The ICT service through the SLA is provide and maintained by GEMS CSU (Almeida, de Vasconcelos and Pestana,2018, pp.49-61). However, it has been seen that the current SLA system is not meeting all the requirements of the ICT services which are needed . The trust is aware about this thing and is going to review the contact agreement with the GEMS CSU. The aim of the company is to find the right SLA implementation which will deliver the right IT services to the clients.
The managing of the data quality is important for delivering the right information to the customers and helping the decision making process for deciding the direction of the company. The wrong information and the poor quality of the data can create the mismanagement in the organization(Jašek, Králík and Popelka,2015, pp.34-35) . Moreover the managing of the data is important for keeping the records regarding the medical cases in a proper way. It has been seen that the quality of data is not proper in the trust. The degradation of the quality of the data can arise the risks for the organizations.
The procurement planning defines the negotiation plan between the service providing companies and the clients(Miller ,2017, pp.49-61) . The review of the agreement for the trust is done on the annual basis. The review for the trust includes the evaluation of the tangible and intangible assets along with the resources need for the company for next four years.
The framework for the governance is needed to the proper running and the development of the projects and the events. It has been seen from the case study that the organization has the existing governance for monitoring of the processes in the organization (Joslin and Müller 2015). However, certain improvement can be done using the governance framework.
R1-Certain recommendations can be made for the improvement of the different factors based on the findings. For the improvement of the service level agreement, two types of service level agreement can be taken care of (MacMahon, McCaffery and Keenan ,2016). The customer based service level agreement is concerned about the providing the same general service to all the customers . On the other hand the customer level agreement is concerned about providing the customized services to the customers. The decision of the selection of the type of the service level agreement is needed to be taken by the Trust. However, the Trust is reviewing the contact with the GEM CSU. In this case, the scope regarding the change or the improvement of the existing SLA is not clear for both the client and the service providing company.
R2-The improvement of the data quality can be enhanced through the usage of six sigma and the quality management process of data(Mohammed and Syed ,2015, pp.49-61) . The enhancement of the quality of the data can be achieved through these processes which eventually leads to the improvement of the quality of information provided by Trust.
R3-Through the implementation of the supplier and the contract management system the managing of the procurement management planning can be done in a proper way. However, it has been notices that the procurement form the supplier is not included in the procurement management planning recommended by the ITIL framework. The inclusion of the procurement from the supplier is needed to be maintained in the proposed system.
R4-There is an existing ICT governance system in the organization. However, it is recommended that the improvisation and the modification of the existing ICT governance framework can be done on the basis of the dynamic requirements of the changing business environment. This modification can be followed by the guidelines mentioned in the ITIL framework.
