Stakeholder Roles and Responsibilities

This report depicts the crucial necessity of implementing a secured healthcare detecting and record keeping system named as “My Health Record”. This system helps to keep the total health record of a patient including his or her blood pressure, sugar etc. With the help of this record the patients will be able to keep on updated with their current health situation and the records will be accessed by only authenticated users such as the patient himself and his personal physician.

The report illustrates the stakeholder’s map it means the stakeholders who are associated to the “My Health Record” system. After identifying the internal and external stakeholders of the system the critical roles and responsibilities of the stakeholders are also be discussed. Apart from this, responsibility of the stakeholders for the internal and external operation and internal and external executives of the system are also elaborated in this report. The reasons for which the stakeholders are getting i9nterested on this system day by day are also analyzed here. In addition to this a detail description of a use case diagram for the “My Health Record” system is also demonstrated in this report.

Internal as well as external operation of the stakeholders

In “My Health Record” system all the operational and functional activities are served by both the internal and external stakeholders of the system. In order to meet the requirement of the consumers all of these activities are required to be served by them carefully. Before identification of the roles and responsibility for “My Health Record” system’s stakeholders it is necessary to determine the stakeholders of the system. The stakeholder map is as follows:

Even after the formation of the idea how the project can be completed within the allotted time period within the estimated budget is also maintained by the project manager.
system developer	Internal stakeholders	Based on the idea of My Health Record” system the system develops is responsible to develop the system. He or she must focus on the security of the system and also on whether the developed system is meeting the requirement of the consumers or not. Apart from this the system developer is responsible for monitoring the coder and tester of the project. In the initial phase of development the system developer should develop a prototype rather dummy model so that based upon the changing user requirement the model could be changed accordingly.
Finance manager	Internal stakeholders	The finance manager is responsible for implementing the project budget. At the project initiation phase the project finance manager should make a feasibility study to understand whether the developed project idea is beneficial at all or not. If it is found to be not enough beneficial then the entire project module is required to be changed by the project manager.
IS consultant	Internal stakeholders	In order to develop the My Health Record” system both the project manager and the project sponsor are required to consultant to the IS consultant. As the My Health Record” system is a data storage where the personnel health record will be stored thus the PM should consult with the IS consult to develop an idea about the additional IS security.
Project sponsor	Internal stakeholders	The project sponsor is responsible for looking into the financial or capital investment that is required to develop the My Health Record” system project. In order to develop the project the project sponsors look at the financial support that is required for the development.
Patient	External stakeholders of My Health Record” system	The “My Health Record” system is developed mainly for the patients however the role of the patients are to input the required health details in the system.
Doctor	External stakeholders	In My Health Record” system the roles of the doctors are to look into the health condition of the patients whenever required and should also serve needful treatment for the patients accordingly.
Service providers	External stakeholders	The service providers are responsible to understand all the requirements of both the internal and external stakeholders.
Government	External stakeholders	In order to develop My Health Record” system the standard rule and policies are needed to be maintained by the project team members and by the system developers. The rules must be approved by the government. Both the project manager and team members should follow the regulations properly.

In order to identify the details of “My Health Record” system environment, a standard questionnaire has been developed by the project manager targeting the internal group of stakeholders. After completion of the survey the identified issues can be immediately solved or mitigated.

For the set of survey questionnaires, mainly the internal stakeholders group is aimed however some of the external stakeholders are also involved in the survey. The survey questionnaires asked are as follows:

Expected outcome	It is expected that “My Health Record” system will give beneficial outcome to both the patients and doctors and all other stakeholders as well. With the system authentication none of the external user will be able to access data from the server. Thus the system is expected to be secured.

Conclusion

From the overall discussion it can be concluded that the system is enough secured from the external attackers and patients are getting benefitted from the “My Health Record” system. From the updated health records the patients are able to get necessary treatment from the doctors whenever required. The report has mentioned the group of stakeholders both internal and external who are associated to the system and their relevant roles and responsibilities as well. Apart from this a survey questionnaire has been developed and a use case diagram along with detail description is also elaborated in this report.
