Discuss about the Systems Approach To Planning Scheduling And Controlling.
Before the start of a project, a standard is set that must be fulfilled at the end of the project. This particular standard is called measurable organization value or MOV. The MOV for a project is generally defined by a number of aspects that are described below focussing on this particular project for the development of online stud farm management system.
Desired Area of Impact: Since Globex is focusing to develop the system in order to satisfy the needs of the customer, this project can be called as customer centric and hence, the desired area of impact for the project is customer. Globex wants to exploit the customers’ needs for enhancing the needs of the business for the company.
In addition to the desired area of impact, there are also some values that are to be fulfilled by the project. These values are able to define the entire quality of the project are explained as follows.
Better: The proposed management system is definitely a better option over the existing systems that are handled manually in the stud farms.
Faster: The manual systems at the stud farms are slow and not very efficient. The new proposed management system is thousand times faster and very efficient.
Cheaper: The new proposed system will have one time purchase cost and small maintenance costs whereas the manual system requires monthly expenses on wages as well as system maintenance.
Do More: In addition to providing the clients with their business needs, Globex will be able to get a strong hold on the software distribution and development market.
After these attributes are defined, the outcome of the project will be judged by some project metrics that are certain sets of values or standards associated with the project. The project metrics are as follows.
Quality: The developed system must be of the best quality without any major issues, bugs or interface problems. The user should be able to read the contents and functions of the system easily so that they can use or manage the same. Without the presence of quality, Globex will not be able to develop their business and marketing strategy with the online management system.
Service: Another major metric for the project is the service provided by the system. The system must be able to fulfil the requirements of the stud farm managers and additionally, they should be able to use with low maintenance and upgrade costs.
Desired Area of Impact
The timeframe for achieving the MOV is set at around 10 months within which, the project will be completed and commercialization will be done.

Another important requirement of the project evaluation is to determine whether the budget and the time limits have been fulfilled or not.
Schwalbe (2015) have discussed the basic requirements of the project evaluation and closure. According to him, the project manager needs to review the project documentation to understand what has been done throughout the course of the project. Next, he should review whether the requirements and deliverables of the project have been fulfilled or not. Finally, he should check off a closure checklist to ensure the requirements and outcomes of the project have been authorized by him.
