The Lebanese Intelligence Community and its Vital Role
The foremost determination of this paper is to focus on the Lebanese intelligence community. Lebanese intelligence community has four different departments and each of the department is headed by an authorizing body. The structure of this intelligent organization changed significantly after the French retreated from their mainland. The governmental and the jurisdiction of this country is maintained by this intelligent community (Youmans, 2017). Security related missions are carried out by different forces of this intelligence community which aims primarily at maintaining the development of the Lebanon society. Ministry of Interior and Municipalities are the most important departments of the Lebanese intelligence community. This intelligent organization has a direct impact on the life of the citizens of Lebanon. The level of democracy in Lebanon is maintained by this organization. The political leaders of the country provide backup to this organization so that the security issues of the country with in the country as well as beyond the boundary can be resolved to a significant extent. Social development of Lebanon is the main objective of this intelligent organization, they achieve this target with the help of their internal and external security force. There is lots of political issues in the neighbouring countries of Lebanon such as the great war between Syria and Palestine so, this intelligence organizations playa huge role to play in ensuring security not only in Lebanon but also outside Lebanon. Fresh government have a significant impact of the foreign policies of Lebanon so the important decision masking of the Lebanese intelligence community is sometimes influenced by the French government. The Lebanese intelligence community fights criminal activities and maintains public order in the Lebanese society.
The different types of civil society organizations can be fully managed with the help of the Lebanese intelligence community. The human rights work and the other types of specifications such as the security directorates are the vital aspects of this intelligent community (Khoury, Thrassou & Kaufmann, 2018). The existing infrastructure of the prisons is managed by this intelligent community. Special telephone numbers are given to all the members of the Lebanese intelligence community staring from the highest level to the lowest level. Different types of unit commanders play a huge role in the development of the different units of this intelligence community. All the activities if this community are efficiently monitored by a authorizing body and the orders comes directly from the council of ministers. The activities of this community are always scrutinized as their rules and regulations play a huge role in the entire political scenario of the middle east. Beirut Police chief and commander play a huge role in the development of this intelligence community (Bennett, 2017). The appointment of the officers of this business organizations is dealt effectively with the help of the intelligence groups who has the experience in working of different types of projects in this community. The rights and legal jurisdiction of the different departments of the Lebanese intelligence community depends on the public order and public welfare. Special training courses are given to the youngers units of this intelligence community. Specialization of the expertise is the main reason behind the distribution of the new batch to various departments of this community (Esber, 2016). The community is headed by the head of state of the country and their decisions are sometimes influenced by the different nations such ads United States of America, France, United Kingdom and Australia. The special task forces of this intelligence community are sent to the other countries for special training sessions such as the Italy, Belgium, France and United States of America.
Structure of the Organization
The prime determination of this unit of the paper is to focus on the structure of the selected intelligence community which is the Lebanese Intelligence Community. The structure of the Lebanese Intelligence Community depends entirely on the political infrastructure of Lebanon. There are plenty of political tensions happening on the soil of Lebanon which is the main reason behind the formation of this intelligent community (Pascovich, 2017). The source of concern for Lebanon is the foreign policy of Iran which is very diplomatic. The Lebanese Intelligent Community plays a huge role not only in Lebanon but also other parts of Middle East Asia. The external and internal security of this country depends entirely on this intelligence community.
The prime departments of the Lebanese Intelligence Community are as followings:
- State Security Directorate (SSD)
- Military Intelligence Directorate (MID)
- General Directorate of General Security (GDGS)
- Intelligence Section of the Interior Security Forces (IS-ISF)
Each department is headed by a separate security council which they take orders from.
State Security Directorate: This department of the Lebanese Intelligence Community deals with the internal security threats such as any terrorist activities or rioters who tries to violate the legislative regulations of the country. This is a type of secret police agency which is directed and managed a supreme leader. The hidden operations of this country in its soil and also in the foreign soil are conducted by this department (Caparini, 2016). The violations of the human rights in the country are also managed by the brutal forces of this department. Protection of the public Offices is the other aim of this unit of the Lebanese Intelligence Community.
Military Intelligence Directorate: The former military servicemen are the key stakeholders associated to this department of the Lebanese Intelligence Community. They provider independent service only to the special security related cases as instructed by the higher authorities of the Lebanese Intelligence Community. It considers different types of security threats such as the threat coming from the cyber criminals which have the capability to destroy the financial structure of the country. Special training courses are also given to the other departments of Lebanese Intelligence Community by these ex-military service men’s. The fluid security policy was implemented in Lebanon with the help of this department of Lebanese Intelligence Community which is the most talked about deeds of this organization. Development and training for the special task forces are their primary objectives apart from maintaining the security laws in this country (Pascovich, 2018). Tactical intelligence and pinpoint intelligence are the foremost specification of the officers of this departs of the Lebanese Intelligence Community. They conduct counter intelligence sessions with the national army forces of Lebanon. Prevention of coups and other types of political disruptions are the other prime intensions of this unit of the Lebanese Intelligence Community. Counter terrorism is also maintained by this department in the border areas.
State Security Directorate
General Directorate of General Security: Lebanese general security issues such as the visa related problems for the tourists based on their sex, religion and other issues are managed by this department of the Lebanese Intelligence Community (Leichtman, 2015). The security concerns of the smart phones of the Lebanese citizens are managed effectively with the help of this department of the Lebanese Intelligence Community. This department of the Lebanese Intelligence Community has branches all over Lebanon and also one the seas controlled by Lebanese government. The prime objective of this department is gathering information about all the unethical activities in and around Lebanon and states their current statuses to the Lebanese government so that they can take all the necessary actions against them. The security issues concerning the media of Lebanon as well as from the journalists of America and Europe are managed with the help of this department (Gade & Moussa, 2017). Evaluation of the collected information is the secondary objective of this department of the Lebanese Intelligence Community. Fight against the forbidden parties is also conducted by a dedicated team of this department. Delivery of the Visa and the different types of censorship operations are conducted by this department. Counter espionage and the counter terrorism are the vital forces of this department which are managed by the Ministry of the Interior Affairs.
Intelligence Section of the Interior Security Forces: They are the internal security force department of the Lebanese Intelligence Community. This department was formed to tackle the tensions arising internally such as the clash between the civilians of North Lebanon and South Lebanon. This depart of the Lebanese Intelligence Community is made up of mainly younger members of the society. Maintenance of the public order, patrolling in the highways of Lebanon especially in the security check posts and counter terrorism are the prime mission of this department of the Lebanese Intelligence Community. Beirut Police forces are the most important internal stakeholder of this business organization. Judicial police forces of Lebanon are assisted with the help of this department of the Lebanese Intelligence Community. Security issues such as the drug enforcement are solved purposefully with the help of this unit of the Lebanese Intelligence Community (Pillar, 2018). The criminal investigations are the other type of category of the Lebanese Intelligence Community which is added to the work forces of this department.
The Intelligence Section of the Interior Security Forces and the General Directorate of General Security are headed and managed by the Ministry of Internal Affairs. The ministry of internal affairs in Lebanon manages different categories of security threats in the country and it is their responsibility to look after the working principals and mechanism of the stated two departments of the Lebanese Intelligence Community. The ministry of internal affairs of Lebanon maintains the law and order of the country within their boundaries. Immigration training academy is one of the most important departments of this intelligence community. This department works for the sustainable development of the country also by minimizing the security issues associated to this country. They send their representations to the international summits of United Nations Organization so that other members of the United Nations can understand and implement the security policies which are adopted by the Lebanese Intelligence Community.
Military Intelligence Directorate
Military Intelligence Directorate department of the Lebanese Intelligence Community is managed and handled with the help of the ministry of national defence. The ministry of national defence of Lebanon works on the having joint military operation drills with the military departments of the other powerful nations (Bou et al., 2017). Military expansion and co-operation are the basic aspect of this department of the ministry of the Lebanese Intelligence Community. The extensive growth and development of the Lebanese military forces in terms of infrastructure and other parameters are mainly due to the efficient service of the minister of national defence. The foreign policies of the rival governments such as Iran are analysed in this department and they are forwarded to the home ministry who take all the necessary steps if needed.
The Ministry of Nation Defence works close with the other significant department of the Lebanese Intelligence Community which is the Nation Defence Supreme Council. Both of these departments held joint ventures to carry out any kinds of military operations with or outside Lebanon. Nation Defence Supreme Council has a special team of armed forces which works actively in case of internal crisis of Lebanon. The influence of the political and radical parties such as the influence of Hezbollah’s within Lebanon are the main source of concern in Lebanon, these issues are managed effectively by the Nation Defence Supreme Council unit of the Lebanese Intelligence Community.
Ministry of Internal Affairs, Ministry of National Defence and the National Defence Supreme Council are managed effectively with the help of the Council of Ministers and the President of Lebanon (Sanchez-Ruiz & Baaklini, 2018). The Council of ministers are the most important department of the Lebanese Intelligence Community which is managed by the president of Lebanon. The three members of the council of ministers in the Lebanese Intelligence Community are the Ministry of Social Affairs, State Minister of Planning Affairs and the prime minister of Lebanon Saad Hariri. The prime objective of the council of ministers is to take all the important business and political decisions such as the financial and the budget of the Lebanese Intelligence Community as well as the future planning of this intelligent community. Policy making and decision making are the other intension of this unit of the Lebanese Intelligence Community. The president of the Republic is the highest and the most important member of the Lebanese Intelligence Community who is responsible for the failure and success of this intelligence community considering all of their actions in a chosen scenario.
General Directorate of General Security
The prime determination of this case study is to focus on the importance of the Lebanese intelligence community in Middle East Asia. This intelligence community of Lebanon was established many years ago when the French Government ruled this country. The structure of this organization changed subsequently after the French retreated from Lebanon. This intelligence community plays a special role in the framing the security policies of Lebanon. This country was very much politically disturbed along with the likes of countries such as Israel, Palestine and Iran. There is always a sense of tension in the borders of Lebanon. The internal problems of Lebanon are also growing each day which is the other reason behind the working of the different types of intelligence service by this intelligence community. The growing influence of the political leaders such as Hezbollah is the other reason why this kind of intelligence service are very much active in this part of the world.
The prime objective of this case study is to focus on the importance of the Lebanese Intelligence Community in Lebanon as well in the neighbouring countries of Lebanon such as Israel, Palestine and Syria which has political turmoil in most of the days of a year. The case study will also aim to understand the future roles of the different departments of this intelligence community.
The data gathered for this case study is from the qualitative research based in the point of view of other authors who have stated their opinions about the importance of the Lebanese Intelligence Community. Different interview was conducted on the ex-service army personnel to find out the insight out of this organization as huge amount of information are not always found in the open searching engines. Questionnaires were developed and distributed among a group of 20 citizens to understand their opinion about the functionality of this intelligence community. There was lots of difficulty while conducting these sessions. The most important data collection technique for this community is the data which is gather from a person who have been part of one of their missions in Syria where he played the role of a spy who worked in the Syrian army.
Based upon the above started data collection techniques it can be said that the it out found out that this intelligence community plays a huge role not only in Lebanon but also to the other countries of the Middle East such as Syria and Palestine (Clark, 2016). It was found that they are also influenced by the foreign policies of the other powerful nations of the world such as the United States of America, France, Germany and Italy.
Prime Objectives of the Community
This case study will be very much important to understand the political turmoil both inside and outside of Lebanon which play an important role in the growth and development of Lebanon. From the study it can be stated that the different intelligence services of the Lebanese intelligence community are categorized very efficient and professionally in to the following four types of categories such as the State Security Directorate (SSD), Military Intelligence Directorate (MID), General Directorate of General Security (GDGS) and Intelligence Section of the Interior Security Forces (IS-ISF). All these services works as per instructions which comes from the higher offices such as the Ministry of Interior of Affairs, Ministry of National Defence, National Defence Supreme Council. These departments are also maintained and managed with the help of the council of ministers and the head of the state in Lebanon. The internal security problems of Lebanon such as human trafficking and drug dealing is also considered by this intelligence community of Lebanon. This interesting was known from the interview which is stated in the above paragraph. The future of this intelligence community depends upon the performance and the effectiveness of the existing stakeholders. The structure of this intelligence community is about to be changed in the coming years as the political situations of this area is constantly changing. The existing way structured was formed after the civil war of Lebanon between the norther residents of the country with the southern residents of the country (Johansen, 2016). Centralized policies are in plan to be implemented in this community. New and latest equipment’s are being bought every now and then from the European countries such as France and Germany and also from the United States of America. The airports of Lebanon are accessed by these countries for their personal benefits. The banking restrictions of Lebanon which is responsible for the social development of Lebanon are also very much taken under consideration for this intelligence community. The negative impact of the political leaders such as the Hezbollah is neutralized by armed forces of the Lebanese Intelligence Community.
This section of the case study will be concentrating on the recommendation of this case study. Based on the data collected from various types of sources it can be recommended that the existing structure of the Lebanese Intelligence Community should not be changed under any circumstances as the present structure beautifully covers all the internal security issues as well as the external security issues of Lebanon.
Specializations of Expertise and Training
It can be also recommended that this intelligence community should be having their own transportation vehicles as their life is constantly under threat due to the threats coming from both inside and outside Lebanon. Special facilities should be given to the family of those employees who works on special missions. The security agency of this community should be depending entirely on the decision taken by the council of ministers as it will improve the decision making process as it is made up of a group of members and head of the state must be one of the members of that board instead of making unanimous decisions.
The foreign policies of Lebanon should be also formed by the Lebanese intelligence community as there are responsible for every security related issues in this country.
