Refer to background information, regarding the NewAccess project. Headspace in NSW was one organisation tasked with trialling NewAccess with people aged as young as 12. In 2005 the Australian Government allocated $54 million to establish the National Youth Mental Health Foundation (later to be named Headspace). “Our brief is to make sure services are available at the earliest possible point when problems emerge. The criteria to get help is pretty simple – you must be 12 – 25. That’s it.

” Aimed to address the health and well-being concerns of young people by providing a holistic platform for care. This would give teenagers and young adults comfort that their support will be coordinated and integrated across primary and specialist care, and not just focus on the ‘illness’ but also social inclusion and recovery.

Youth assigned to a headspace case worker may subsequently be admitted to the Emergency Department (ED) of the local regional hospital. Currently there the no requirement for the ED staff to notify the headspace case worker when a client has been released. Sometimes case workers are notified, but often not. It means that days and even weeks can transpire before a case worker becomes aware of that release. In the meantime the young person tends to return to the environment and circles of influence that led to the mental health problems in the first place, without the coping and support mechanisms that a case worker can provide.

Consider that the system is being built for a regional Headspace centre in NSW, that is trialling NewAccess with youth as young as 12. The system will need to capture the ‘story’ the first time it is told, and give access to successive professionals, so that case notes and the story can become enriched, and the young person can be assisted more appropriately. You are the business systems analyst assigned to the project, you will need to produce:

Stakeholder Analysis

Medical services have been on the mind of the Government of most of most of the nation because of the increasing health issues. The challenge of health is further enhanced when it is associated with the mental issues. Hence, to mitigate the threat of mental health issues the Australian Government established a foundation aiming at the mental health of the youths by the name of “National Mental Health Foundation” in 2005. It was later renamed as Headspace. The system in development is aimed at offering its services to the case workers for offering enhanced services to the youths. The need for the upgradation raised due to certain flaws that had been identified in the recent working approach of the Headspace. The youths who are using the services to cure their problems go back to their old life due to inadequate notification and other similar flaws in the process. Hence, the report is aimed at offering an insight into the system by discussing the crucial aspects of the system.

Stakeholders are the most prominent part of any system development because they are the owner, participant and the end-user. Hence, it is of great importance to take them into consideration before the development of the system. The stakeholders of the headspace can be categorised in four different categories. The categories that had been discussed are the external-operational stakeholders, internal-operational stakeholders, external-executive stakeholders and internal-executive stakeholder. The operational stakeholders will include the team that is aimed at providing or receiving the health services. It will include the professionals, case workers, medical team, patients and others. While the executive stakeholders will be the ones who will aim at managing the program. The internal executive stakeholders will include the management and other staffs while the external executive will include the project owners, financers and others.

The map below is citing the stakeholders and their role in the continuation of the program. The map has been categorised into four different quadrants that reflects the stakeholders of the Headspace program. The stakeholders have been categorised as internal-executive, external-executive, internal-operation and external-operations. The stakeholders in the quadrants have been divided according to the power they hold in the program and the power chain is moving in the clockwise direction and starting from the External-Executive stakeholders and ending at the internal-operations stakeholders.

Description

Program Owner

The program owner of the headspace is the Australian government. They are the stakeholders with the most authority power and responsible for setting the directives, guidelines and protocols that other stakeholders need to abide by. Furthermore, they will be the ones who are responsible for the adding or removing features in the program. However, it should be noted that by establishing the directives, guidelines and protocols they are not getting directly involved in the program but are rather guiding it from outside and hence they are categorized as external stakeholders.

Head of the program

Head of the program is the individual(s) who is responsible for the enforcing the guidelines, directive and protocols established by the project owner. They have been considered as the external stakeholders because they will not interact with the proposed system but will rather guide the departmental heads regarding the interaction.

Financers

Investors or Financers are the external stakeholders who are supporting the program as part of their CSR (Corporate Social responsibility) or any other reason. Their interaction with the proposed system will be nil.

Control Board

Control board refers to the entities who will hold the responsibility of the system. They will guide the administrator on whether to authorize or restrict a body from accessing the system. As they are in direct contact with the system and holds executive power which justifies their categorization as internal-executive stakeholders.

Departmental heads

Different departments of the program such as case working department, management, IT department and others will have to directly interact with the system to guide their departmental members regarding the use of the system. Hence, they have been categorized as internal-executive stakeholders.

Administration

Administrators will be the ones who will be responsible for the operation and maintenance of the system and hence, they have been detailed as internal-executive stakeholders. It should also be noted that they are the ones who will grant access or restricts a stakeholder from accessing the system.

Emergency department (ED)

Emergency department are the bodies that refers to the local regional hospitals where the youth needs to be admitted in case of emergency. The discussed body interacts directly with the system and hence are categorized as external operation stakeholders.

Management team

The management team are the ones who manages the operations and allots the case workers on a certain youth. Furthermore, they are responsible for the managing the records of the program and other crucial details. Hence, they are listed as external-operation stakeholders.

Promotion team

Promotion team are the ones who holds the responsibility of promoting the services that are offered by the government. They have to access the system to update enrolments of new youths into the program and for collecting information that will be crucial for enrolling more and more youths who are facing mental issue(s).

Patients

Patients refers to the youths who have enrolled themselves into the program to avail the services of the program. Furthermore they are the inspiration for designing of the system and their data will be key resource for operations of the system and hence are considered as the internal operations stakeholders.

Professionals

It refers to the medical professionals who will develop a case study or update it, on the enrolled youth. The first case study on the youth will be updated by the professional who are associated with the program. They will directly interact with the system and hence are considered as internal stakeholders.

Case workers

They are the ones who will manage the case of the youth and hence they will have to interact with the system directly which makes them fall under internal operation executive.
