Proposed Approach and System Implementation

In our research ethics paper, we will establish the fact that the use of improved IT scanned records for storing, sharing, and retrieving patient records will increase the efficiency and workflow in most healthcare facilities. Traditional health records also known as “Good” health records require 35 operational steps by 18 individuals to ensure storage, retrieval, and sharing of patient health history. Alternatively, by employing a sophisticated IT technique, record scanning will need 11 steps; instead of 35 and operated by 6 individuals. We can therefore, deduce that this ethics paper is also a system implementation study (Alsafi, Abduallah and Pathan, 2014).

The paper proposes an electronic medical record that will use the cloud computing technology of open-flow based approach to store, retrieve, and share patient health history. Many reasons led to the choosing of this technology. However, the major reason is paper medical records’ delayed delivery to clinics. Another reason (though not as important as the first one) is the missing of patients health history. The missing records alternatively affect patient care. In our case, the proposed system is IT specific to ensure that it scans medical records and store them in the required manner (Almudawi, 2016).

Research Background

All clinicians are required to continue using paper medical records before the proposed system is launched. The medical history forms must be filled by hand and verified before storage. After implementation of the IT scanned system, risk of duplication or lose of medical histories will be cubed. Since medical record images are stored in online portals, patients’ care is enhanced. Cloud storage ensures that multiple individuals and healthcare facilities access patient medical records. Clinicians can as well view the scanned images for a period of 48 hours (Portny, 2013).

Clinical improvement is the main issue driving the use of scanned records to manual paper records. In recent years, medical record processing has been redesigned in the HIS, Outpatients, and Preadmission sections. However, the redesigning has led to improvements in the mentioned sections. The improvements were driven by the fact that about 9% of traditional paper records are not provided by the clinicians or delayed. Since the unavailability of clinical information increased, risk soared as well. It is for the same reason that the basis of this ethics paper is written. After the implementation of the system, scanned electronic medical records will be available for all patients (Verzuh, 2016).

In relation to strategic planning, the relevance of the system is:

  1. To ensure that health services are of high quality and safe. Such will be achieved through scanned electronic medical records access.
  2. To enable healthcare facilities live by their means through cost savings and system payback provision.
  3. To ensure that healthcare facilities are modernized by introducing new technologies.

The clinical staff will be educated on the planned changes. The education process will include:

  1. Holding unit and staff meeting discussions
  2. Displaying presentations and attending workshops
  3. Group and individual training
  4. Archiving and revising policies on documented Medical Record
  5. Briefings with clerical staff and assessing project feedbacks
  6. Site benchmarks to other relevant services

As mentioned before, the records that will be in use before the implementation of the system will remain relevant and used in their original formats. The system to be implemented must therefore be hybrid in nature. The remaining volumes of paper records are rendered useless but would still be used as reference materials. Concerning our strategic plan, this system will:

  1. Provide safe and quality services through scanned electronic medical records access.
  2. Ensure that healthcare facilities live by their means through cost savings.
  3. Modernize health facilities by introducing new technologies.

All the printed-paper records will still be in use because the system is hybrid in nature. However, the forms will be scanned into electronic forms for future use. The work of the clinicians will be to rationalize the scanned forms and sort them according to the purpose they serve. All the electronic forms will have printed bar codes on them (Leading Edge, 2017). The codes will carry “metadata.”

Strategic Planning and Relevance

The “metadata” denotes the type of form and the storage location with which the form fits. Since the scanned medical records IT specific, a scanning software and cloud storage platform are essential. The Open-Flow-Based framework is identified as the right online platform for this system. The identified framework has two network programmability features known as the OVS and OFS features. These features ensure that the cloud-computing environment can be configured to enhance security protections (Cloud Services, 2017).

Concerning costs, this cloud storage venture is likely to consume sum of $180,000 to $250,000. We have also established the fact that the vendors of online storage platforms are likely to increase their prices. On the contrary, if this system is implemented, recall rate in relation to the storage and retrieval of medical records will be high. Considering project regulations, this activity has established a register containing hazardous processes within the project activity. We have also developed a Safety Data Sheets, which has been given to all stakeholders. Such is because they can be exposed to dangerous hospital substances during the implementation of the project. For the purpose of efficiency, the registers are developed in electronic and manual formats. They are all updated in relation to Health register database policies known as ChemAlert (iHLS Desk,  2017).

The developed system will also provide:

  • A register which consolidates all hazardous substance within the healthcare facility
  • Access to research reports
  • Stock inventories of chemicals on-site, chemical products, print labels, stock registers, and record approvals.
  • Deeper information on Health Policy Directives.

Because the arising issues are associated with health and cloud computing privacy concerns, our plan response will take the same direction.

  • On cloud computing privacy and security concerns:

The framework has a security tight network programmability features in form of OVS and OFS. The two features ensure that the cloud-computing environment can be configured to enhance security protection. The cloud computing system also has a Multi-level IDS framework for ensuring that the resources for cloud computing are properly used via differentiated security strength levels (PNMSOFT, 2017).

Project Team and Physical Overview

Because the cloud-computing program is SnortFlow, it comes with a cloud cluster component for hosting service components on the XenServer. The server has two domains; the Dom O and the Dom U for administrative and hosting activities (Indicators, 2017).

The cloud storage system has an OpenFlow switch that is scalable and flexible. This switch provides an environment that is cyber-physical in nature thus ensuring that the cloud-computing environment can be configured to enhance security protections (Open Innovation, 2003).

The identified cloud-computing framework is accurate. Such is because the positive-false aspect of the framework does not exist thereby providing to a constant IPS goal (Greenough and Camhi, 2016).

With the Multi-level IDS framework, resources of cloud computing are properly by applying differentiated levels of security strength. The network can detect, identify, and prevent intrusion.

  • Regarding health concerns:

All the hazards are identified according to their standards of exposure. We can however generalize such hazards as dangerous chemicals. Such chemicals require scientific testing to determine whether the exposure standard is exceeded. The table shown below provides the categories of hazards that could cause potential risk (Portny, 2013).

Conclusion

This activity has based its argument on the fact that the development and employment of IT scanned records for storing, sharing, and retrieving patient records increases the efficiency and workflow in healthcare facilities. The developed IT system uses 11 steps to record scanned images instead of the initial 35 records. The IT system also employs a technology known as open-flow based approach to store, retrieve, and share patient health history. To ensure fluidity in operation, the IT scanning system is hybrid. Being hybrid means that clinicians will continue using paper medical records before and after the launch of the proposed system.

The paper forms are filled and verified by hand before storage (Portny, 2013). However, the IT scanned system will reduce risks of duplication and lose of medical histories. Because medical records are kept in the clouds, patients’ care is enhanced (Indicators, 2017). The importance of cloud storage; as mentioned earlier is that multiple individuals and healthcare facilities access patient medical records. Clinical improvement is the main issue driving the use of scanned records to manual paper records. Such improvements are also caused by fact that about 9% of traditional paper records are not provided by the clinicians or delayed. With the increase of clinical information unavailability, risks of poor medication and treatment soared as well (Portny, 2013).
