Literature Review

Project management is a significant practice of initiating, planning, executing, controlling and closing specific task to address determined goal and objective within a specific time period. It is a very important concern to accomplish all project goals within the given canstraints. The key performance indicator of any project is its time, cost and quality. A project success can determine by measure its performance and it should complete within the stipulated cost and time and also deliver expected quality to the client. The current study is based on project quality management practices, approaches, and strategies. It is a great responsibility of the project manager to accomplish all tasks and activities in the project according to the decided time, cost and quality. Quality control is a significant component that helps in measuring the success of the project. Various approaches to project quality management such as Total quality management and continuous improvement have been discussed with respect of Optus Stadium that is also known as Perth stadium. It is the third largest capacity stadium in Australia along with 13 various product options based on hospitality and location. It has a capacity of over 60000 people and it can extend up to 70000 seats for rectangular sports.

The main purpose of this study is to evaluate and examine the quality of Optus stadium. In order to further improvement within project performance and maintain Optus stadium high-quality standards, the project manager will implement several approaches and systems of quality management. In addition to this, various suggestions and strategies to improve quality within the stadium have been discussed in this project by applied theoretical concept and frameworks.

The literature review is an important section within the study through which deep understanding and knowledge can gain by use of various journals and books. The present Literature section discussed various aspects, statements and perspectives by use of theories and frameworks of total quality management and continuous improvement.

As per the view of Khanam, Siddiqui & Talib, (2016), Total quality management is a management approach for making the improvement within the project to addressing long-term success within the organisation. It is the best strategy to make improvement and eliminate cost and wastage from business operation, production, and manufacturing. With help of this approach, corporation delivers impressive customer satisfaction and improve customer loyalty. In the opinion of Al-Dhaafri, Al-Swidi & Yusoff, (2016) in order to implement a total quality management approach within the organization, management has to engage all members and departments so as improvement can occur. All member either employer or employees are equally responsible for improving quality within the business. In order to improve the process, product, services, and culture within the corporation, every member equally participates in the procedure. Fencing, Amaria & Frempong, (2016) said that there are various concepts includes in the Total quality management such as quality is defined by customer requirements, Top management is responsible for quality improvement, quality improvement is a systematic effort and increases quality comes from systematic analysis and improvement of work progress.

Total Quality Management

In the opinion of Sharma & Kadyan, (2016) Total quality management refers to overall quality improvement such a product, service, culture, process, business activities and operation by engaging all members of the organization into quality improvement process. In this aspect, wastages and unnecessary costs eliminate from the operation and improve overall organization procedure in an effective and efficient manner. It is a kind of management system for a continuously focused organization that involves all employees in continuous improvement. This concept helps the corporation in increasing the quality of product and services through which brand image and customer loyalty also can increase. In order to develop competitive advantage and brand value in the market, Total quality management concept is very essential within the company. Following are several elements of Total quality management that should consider by the company to improve the quality of the project-

Customer focused- Only customer utility and satisfaction level can determine the level of quality. No matter how the company provides training to employees, implement the design process and system, install software and technologies etc (Düren, 2017). Only customers satisfaction can determine whether project was effective or not.

Total employee involvement- At the workplace, high-performance work system integrated continuous improvement efforts with a normal business operation. In order to implement total quality management within the company, the effective involvement of personnel is very important so as a common goal can achieve.

Process-centered- A fundamental part of total quality management is a focus on process thinking. The process starts with obtaining inputs from suppliers and transforms into outputs which deliver to the final consumer in the market

Continuous improvement- Continuous improvement is the main element of total quality management by which corporation can bring innovation and creativity along with product and services. It helps to business to become more competitive and effective for address expectations of stakeholders.

According to the perspective of O’Neill, Sohal & Teng, (2016) stated that continuous improvement is another approach to deliver a high standard of quality within the business. It is an on-going effort to improve processes, services, and products within the business enterprise.  Continuous improvement process is a meta-process for most management system such as quality management, project management, program management, business process management etc. It is an on-going cycle through which positive changes can occur at the workplace to manage the quality aspect in effective and efficient manner.

Hartley, (2017) stated that in the project management, continuous improvement helps in ensuring that quality standard and progress are meet properly. The organisation can easily reduce the issue, errors and unnecessary faults within the system, process and operation of business management by implement a continuous improvement approach. There are various stages that should consider by the project manager to implement continuous improvement-

Plan- In this phase, project manager designs and develops systematic planning regarding setting the quality standard, the deadline of the project, cost allotment etc so as the project can be successfully accomplished. All necessary plans regarding the project can be designed in this stage by the project manager.

Continuous Improvement

Do- Once the plan of the project is effectively designed by manager then in next phase plan will going to execute in the same manner. For implement planning within the business, the manager should effectively communicate to personnel’s and also should provide training and development to them (Majumdar & Manohar, 2016).

Check- Once the plan of project executes within an organization then the manager is responsible for check the existing performance with expected performance. In this phase, manager analyses and assess the progress and develop prevention activities to ensure cost, quality and time.

Act- This period of the procedure considers examining the future scope of proposed changes and whether the progressions will be the permanent or temporary basis. In this phase of change, the administration is arranged and figured out to make sure that determined objective achieved or not.

This will help in managing effective services, facilities, and arrangement within Optus stadium. The process of continuous management will ensure to minimize errors and unnecessary wastage. By using the approach of continuous improvement, the cost can easily minimize and project can run for a long time.

Optus stadium is also known as the Perth stadium that is a multipurpose stadium in Perth and it was officially opened on 21 January 2018. The stadium has a capacity of over 60000 people and it is the largest third largest stadium in Australia. It has the capacity to extend 70000 seats for rectangular sports. It also hosts cricket, rugby, league and union, football and other entertainment events. In order to maintain Optus stadium success and quality standards, this project has been chosen for research. By conducting analyze and evaluate quality aspects, necessary improvement can occur within this Optus stadium project. In this present analysis of the project, several models and framework have applied so as quality can manage and maintain for the long time period. The main reason for choosing this project to improve further quality and increase numbers of good facilities such as architecture, food, amenities, design, and transportation and so on.

In this present report, the main purpose is to analyzing and evaluating the quality standard and improves its overall performance, services, and facilities in an effective and efficient manner. By implementing several approaches and theories of the quality management, the project manager can easily improve Optus stadium quality and performance and maintain its success in the market for a long time. By using these tools, project manager of the Optus stadium can increase numbers of client and make it a more successful project for a long time. This tools and approaches of quality management, the manager can also eliminate the cost and errors associated with procedure and operation of the project. This present study will research upon the strategies and ways through which Optus stadium will maintain its quality standard and success of the project for a long time.

In the project management, quality management is a very important aspect for the long-term success of the project. Project manager desires to maintain its effective success and quality standard for a long time in the Australian market. Thus, by implement total quality management and continuous improvement, all activities and functions of the project will be aligned tightly and accomplish tasks within a specified time period (Khiste, 2018). These tools of quality management will help in improving customer satisfaction by delivering high-quality services, product, and facilities in Optus stadium.

Analysis of Optus stadium

Limitations and Shortcomings

Perth Stadium project was late 18 months and its cost has occurred more than $80 million. However, it has successfully accomplished all necessary requirement regarding quality standard, services, features, facilities, seating arrangement, infrastructure, technologies etc (James, 2017). It has been analyzed that there were lack of effective leadership, monitoring and controlling over the operation and procedure. Furthermore, due to the lack of communication, proper schedule and plan has not communicated to project team members.

Following are various issues and risk associated with the project-

Lack of continuous improvement- Due to lack of continuous improvement within the project, various kinds of errors have found regarding quality, facilities, arrangement, infrastructure, technology, time schedule etc (Barata & Cunha, 2017). Thus, Optus stadium management should reduce all risk by implement continuous improvement technique.

Low-quality standards- Optus stadium is a very large project so the project manager must ensure to manage and implement all high standard of quality along with operations and activities. Due to law quality standard within the procedure, various kinds of risks can occur such as uncertain accident, failure in technological infrastructure, seating arrangements etc.

Optus stadium seating bowl maximizes the atmosphere, give exceptional view to the audience and brings them closer to the action. Its overall seating arrangement is excellent and it has extended the capacity of 70000 seats. It has used high and advanced technology which is full 4G coverage across the stadium. Over 1000 TV screen are strategically located throughout the interior of the stadium.

What was not done well-

On the basis of analysis in the Optus stadium project, it has been assessed that there are various issues-

  • Lack of monitoring- On the project, there were not monitoring and controlling due to which various kinds of errors and drawback has found within the project.
  • Lack of communication- There was a lack of communication among workers and management regarding the project schedule, arrangement, and other activities etc. Due to this lack of communication, personnel's were not well aware of plan and strategy.
  • Lack of leadership and direction-Due to lack of leadership and direction, proper guidance and direction did not provide to workers. This has lead wastage of time, fund and resources for the project (Honarpour, Jusoh & Md Nor, 2018).

As stated that for maintain Optus stadium success and quality standards for a long time and further improve its overall quality and performance, various kinds of strategies and suggestions required. Following are various recommendations for improve quality within Optus stadium-

The continuous improvement-This process is a continuous system which is received by the organizations to make sure the quality aspect is managed and controlled in an effective manner. The expressed procedure is powerful to overcome the blunder by making quality results at each level of the business procedure (Kerzner & Kerzner, 2017). By implementing the expressed procedure Optus stadium may able to monitor and control the project performance and quality. This may deal with the issue of planning and quality issues within the project.

Communication- Due to lack of communication, proper information of project schedule and plan did not communicate all members. The project manager should effectively communicate all information regarding planning, schedule, program, activities to all members so as each and every task can effectively accomplish.

Leadership- Project manager should effectively lead and direct to their subordinates during project management so as each task will be properly accomplished within a specified time. With help of proper leadership, the project manager can easily achieve determined success because all members effectively perform their roles and responsibility regarding project under the guidance of the leader. (Al-Bashir, 2016).

Proper controlling and measurement- Project manager should regularly check and monitor each and every activity of the project so as each task can effectively complete within a specific time period. Furthermore, the project manager should apply all relevant principles of quality management so as the project can meet its expected quality.

Conclusion

From the whole study, it has been concluded that project management is a systematic procedure for implementing a specific plan to accomplish a specific objective and task within the specified time period. Perth stadium is a multipurpose stadium which has a capacity of over 60000 people through which it is a third largest stadium in Australia. The project manager will use approaches of quality management for further improvement within performance and maintain project success for a long time. Furthermore, in order to remove various errors and issues, continuous improvement and total quality management technique will apply within Optus stadium project. It has also summarised that in order to implement a total quality management approach within the organization, management has to engage all members and departments so as quality will improve within the project. Project manager of Optus stadium can easily reduce the issue, errors and unnecessary faults within system, process, and operation of business management by implementing a continuous improvement approach. As per the research, it has been also found that Perth Stadium project was late 18 months and its cost has occurred more than $80 million. Due to lack of communication, ineffective leadership and monitoring, various issues occurred within this project. Thus, for further improvement in the quality of the project and maintain its quality standard and success in the market for a long time, the project can apply total quality management and continuous improvement approach.
