Project Overview

Hertfordshire Investment Corporation (HIC) is a company which includes several divisions involved in different industries. One of these divisions, the Infrastructure Division (ID) is embarking on a new construction project and requires advice from you.

The project is described as follows.Airport Terminal Construction Project 

The ID has been designed as the primary contractor for a project to build a new terminal at a UK airport in the midlands. The project manager has asked the project planning officer (PPO) to carry out a study in order to determine the possible timescale for completing the “high level structural construction” part of the project.

The PPO has determined that the “high level structural construction” part of the project includes four phases: The surface preparation and foundation phase, the structure construction phase, the interior building phase, and the certification phase.

The surface preparation and foundation phase starts with a meeting of 3 days to evaluate the surfacing and foundation work volume, which is followed by a one day meeting to determine transportation requirements for this phase. These meetings are followed by the fencing of the construction site and then the building of the project management temporary offices. These take 3 days and 4 days respectively. A temporary road leading to the construction site is then built and this takes 3 days to complete.  The clearing of the site starts as soon as the temporary road is completed and takes 7 days to complete. Once this is done, the digging of the foundations, which include work on three separate sites A, B, and C can start.

The digging is expected to last 15, 18, and 25 days on sites A, B, and C respectively. Upon completion of the digging, an evaluation meeting lasting 2 days takes place to discuss any technical difficulties resulting from the digging process. After the meeting, the preparation of foundation steel structure (8 days) and technical requirements of the concrete (2 days) take place. The former activity is followed by laying the steel structure on the foundation, which lasts for 14 days, and the latter activity is followed by the preparation of the concrete (5 days).

The pouring of the concrete can start as soon as the steel structure has been laid and the concrete is prepared. This activity takes place over a 6 day period. The concrete is left to dry for 5 days. The phase is concluded by an engineering verification of the foundations (3 days) and then a meeting to evaluate the phase work and prepare the managerial and technical reports (2 days). Once this meeting is completed, the structure construction phase can start,

The structure construction phase starts with the construction of a concrete platform over sites A, B, and C over a period of 16, 20, and 28 days respectively. As soon as the concrete platform is completed on a site, concrete columns can be erected on that site. These activities last for 24, 20, and 22 days on sites A, B, and C respectively. A technical evaluation of 4 days is conducted once the columns on all sites are erected. This is followed by the construction of the ceilings on sites A, B, and C and this takes 12, 10, and 15 days respectively for the 3 sites. This concludes the construction of the terminal ground floor.

Phase 1: Surface Preparation and Foundation

The construction of the first floor starts once the construction of the ground floor is completed in all sites. The first step consists on the erection of concrete columns on site A (12 days), B (15 days), and C (16 days). Once the erection of columns are completed on a site,  this is followed by the construction of the ceiling on that site and this activity lasts for 14 days on site A, 18 days on site B, and 16 days on site C. Once the construction of the first floor ceiling for any pair of sites is complete, a bridge linking these sites is built. The bridge linking site A to both sites B and C require 10 days to complete whereas the bridge linking site B to C requires 14 days to complete. Once the construction of the bridges is completed, the phase is concluded with a phase evaluation and report writing meeting of 2 days.

The interior building phase starts as soon as the structure construction phase is completed. This phase starts with a meeting of 2 days with the sub-contractors involved in this phase work. This is followed by wall separation work on the ground floor for sites A (18 days), B (15 days) and C (12 days). Once the ground floor wall separation is finished on a site, the same activity takes place on the first floor of that site and this activity duration is 16, 14, and 15 days for sites A, B, and C respectively.

Once the wall separation work is completed on a floor in any site, electricity and computer networks are laid down on that floor and this takes 20 days on the ground floor of all sites and 24 days on the first floor of all sites. Similarly, once the wall separation work is completed on a floor in any site, the plumbing and heating network is laid down on that floor and this takes 24 days on the ground floor on all sites and 30 days on the first floor on all sites. The phase is concluded with a phase evaluation and report writing meeting of 4 days.

The certification phase starts as soon as the interior building phase is completed. The phase starts with a meeting with the sub-contractors involved in the project (2 days) and then a meeting with the construction certification body (2 days). Once these meetings are completed, the certification process starts and it includes three stages.

The first stage involves the certification of the structure and this is done separately in the 3 sites. The structure certification of any site starts with the ground floor and once this is completed it moves to the first floor of that site. This process require 6 days for every single floor in site A, 5 days for every single floor in site B, and 7 days for every single floor in site C.

The next stage is the certification of the electricity and computer networks. This process starts in the floor of any site as soon as the structure certification in that floor is completed. This certification is carried out separately in the sites and for each site it can be done simultaneously in both floors of the site. This process require 7 days for every single floor in site A, 8 days for every single floor in site B, and 10 days for every single floor in site C.

The third and final stage of certification focuses on the plumbing and heating networks. This process starts in the floor of any site as soon as the electricity and computer network certification in that floor is completed This certification is carried out separately in the sites and for each site it can be done simultaneously in both floors of the site. This process require 9 days for every single floor in site A, 12 days for every single floor in site B, and 10 days for every single floor in site C. The certification phase is completed with a formal certification meeting of 3 days. This meeting would indicate the conclusion of the “high level structural construction” part of the project.

1/ Assume the project starts on Monday 7th January 2019.  What are the earliest dates when the 3 first phases of the project will be finished? Determine the earliest possible date to complete the “high level structural construction” part of the project. (Assume that a week comprises 5 working days).

2/ What are the activities, which cannot be delayed if the project is to be finished at its earliest possible date? Determine these activities for every phase of the project 

3/ If the erection of the columns (in the structure construction phase) takes 27, 23, and 25 days in the ground floor of sites A, B, and C respectively, the wall separation in the first floor (in the interior building phase) lasts for 20, 18, and 19 days in sites A, B, C respectively, and the certification of the electricity and computer networks (in the certification phase) is delayed by 2 days in each floor of all sites, what will be the new date to complete the “high level structural construction” part of the project.
